About the Department
The Director of Heavy Rail Transportation will assume oversight of a Heavy Rail Line. The Director will manage their assigned line, making all necessary decisions and adjustments to deliver safe and reliable service. The Director will assist with developing and implementing strategies to continuously improve safety and service for all MBTA employees and riders. In addition, the Director will serve as a key logistical manager during all emergencies and out of the ordinary occurrences throughout the system.
Position Duties
- Responsible for the ongoing enhancements of the safety, and performance of their line, through oversight and direction of all operational activities.
- Work closely with the Chief Transportation Officer (CTO) of Heavy Rail on the day-to-day oversight of their line to ensure service levels meet established goals.
- Assist in the development of overall goals, priorities, and strategic initiatives for Heavy Rail in regard to service delivery, safety, compliance, , and budgeting to ensure the assigned rail line has the necessary staffing, resources, materials, and equipment, to meet all established goals.
- Provide quality assurance reviews of line performance to ensure service is met and report any trends to the CTO.
- Supervise, through Superintendents and Supervisors, all transportation, and associated personnel responsible for providing service within their line.
- Monitor and ensure the implementation of any needed mitigation plans to address areas of concern identified by KPI review or by the Superintendent or Supervisory staff during their course of duties.
- Work closely with counterparts in Engineering & Maintenance, Facilities, and Vehicle Maintenance to ensure support during emergencies, severe weather and other service disruptions is available to minimize impact on service.
- Coordinate with the Operations Training School to ensure all employees receive necessary training to perform duties.
- Under the direction of the CTO, implement and monitor any mitigation plans developed by senior managers intended to address areas of concern identified through KPI reviews.
- Participate in the investigation of service delivery failures and manage the implementation of corrective actions.
- Remain up-to-date and fulfill roles and responsibilities as related to the MBTA’s Safety Plan and ensure resources are available to all staff informing them of their roles and responsibilities in the Safety Plan.
- Manage and conduct investigations into any service or safety issues and implement corrective actions.
- Participate in the development and management of the department’s annual budget ensuring sound fiscal oversight of all resources.
- Oversee all phases of the recruitment and selection of employees within their department.
- Ensure the department’s compliance with Authority policies and procedures, including compliance with all applicable safety standards, discipline processes, and mandated trainings.
- Assume the role of the CTO as needed during vacations and other absences or to represent the CTO at meetings, hearings, and presentations when the CTO is not available.
- Ensure all inventory, equipment, facilities, and materials under their control are protected and maintained and stored in a safe operating condition.
- Establish and maintain sound union/management relations while upholding the rights and interests of management and adhering to collective bargaining agreements.
- Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner.
- Respond, directly or through other, and/or report to work for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week. Drive a company or personal vehicle to visit work sites and to assist at emergencies, service disruptions, and/or other events as needed
- Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.

- Assist in the management of the workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and harassment and Anti-Retaliation policies.
- Perform all other duties and projects that may be assigned
Supervision
- Will directly supervise through Superintendents, Supervisors, and other personnel all employees assigned to their Heavy Rail line.
Minimum Qualifications
- A bachelor’s degree from an accredited institution.
- Seven (7) years of experience in Transportation Operations.
- Five (5) years of experience in a supervisory, manager, and/or leadership role.
- Experience at the Deputy Division Chief or Superintendent level.
- Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking, and time management skills.
- Experience using MS Office, PowerPoint, and Graphic applications.
- Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers.
- Possession of a valid driver’s license without infractions in accordance with MBTA policy.
- Have the ability to work any and all shifts and/or locations assigned or directed.
- Be available to work twenty-four (24) hours per day, seven (7) days per week, 365 days per year.
- Have the ability to supervise and work effectively with a diverse workforce.
Other Qualifications
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.
Preferred Experience and Skills
- Experience in MBTA Transportation Operations.
- Seven (7) years of experience at the MBTA.
- Five (5) years of supervisory experience at the MBTA.
