The Labour Relations Analyst contributes to the strategic and operational success of the Labour Relations team by providing proactive research, data-driven insights, and informed recommendations in support of collective bargaining, grievance handling, arbitration, and labour dispute resolution. This role is responsible for leading data compilation and analysis, preparing reports, drafting grievance responses, and coordinating key projects related to union protocols, seniority reconciliation, and labour-related HRIS integration.
Working independently with general guidance, the Analyst helps ensure informed decision-making and efficient labour relations practices within a complex multi-union environment.
Responsibilities
Research & Analysis in Labour Relations
Conduct in-depth comprehensive research on collective agreements, arbitral jurisprudence, legal precedents, and labour board rulings to inform Labour Relations strategy.
Provide subject expertise on interpreting complex collective agreement language and its practical application. Analyze payroll, demographic, and seniority data to support bargaining proposals and grievance cases.
Synthesize findings into recommendations to support negotiations, grievances, and policy development.
Prepare detailed, insightful and well-organized reports and presentation materials for Leadership & Labour Relations.
Compile and maintain comprehensive databases of collective agreement provisions, corporate policies, and labour history documentation.
Identify trends and present data-driven insights to support strategic planning and risk mitigation.
Review, monitor and provide analysis on new or newly developing employment-related legislation that could impact The Royal’s operations, budget and people.
Grievance & Arbitration Support
Draft formal and strategic grievance responses and assist in preparing documentation for arbitration hearings.
Coordinate files grievances, up to and including arbitrations, as well as arbitration witness preparation sessions.
Support preparation and review of evidence and documentation for arbitration and grievance hearings.
Maintain and manage detailed and time-sensitive grievance and arbitration tracking systems, ensuring deadlines, referrals, cancellations, and settlements are processed promptly.
Collaborate with Legal Counsel on labour relations matters and provide costing information and analysis related to grievances and arbitrations to Finance.
Compile and maintain detailed documents for negotiations and labour-related meetings, ensuring accurate documentation and follow-up.
Serves as a trusted advisor and resource to HR team members by providing guidance and expertise on labour relations matters.
Drive improvement initiatives for grievance handling processes to increase efficiency and compliance.
Union Leave Administration & HRIS Coordination
Process and verify union leave requests, liaising with managers and unions to ensure policy and collective agreement compliance.
Monitor union leave data, coordinate billing with Finance, and recommend corrective actions for any discrepancies or misuse.
Coordinate with Finance for union leave billing and adjustments.
Support implementation of arbitration awards and collective agreement provisions in partnership with HRIS and HR operations, ensuring accuracy and consistency across systems.
Special Projects & Reporting
Lead or contribute to special projects such as developing labour databases, seniority reconciliations, and pay equity research.
Prepare reports and related documents for restructuring initiatives.
Maintain, generate, and distribute regular reports to support strategic labour relations decision-making.
Act as a resource to redeployment and the Joint Health and Safety Committee (JHSC).
Contribute to major departmental restructuring or contracting projects by identifying potential risks and recommending safer ways to achieve project goals.
Administrative and Operational Support
Provide administrative support to the Labour Relations and Employee Relations team by preparing discipline, termination and related letters for review as required.
Act as a point of contact for initial inquiries on collective agreement interpretation; triage complex cases appropriately.
Maintain organized and up-to-date filing systems and tracking tools for grievances, arbitration processes, and union leave statistics.
Draft routine correspondence and assist with communication between Labour Relations staff, union representatives, legal counsel, and other internal/external parties.
Recommend improvements to enhance the efficiency, accuracy, and effectiveness of administrative processes.
Assist in onboarding new team members and help maintain team documentation and training materials.
Manage confidential and sensitive information with a high degree of discretion and professionalism.
Qualifications:
Diploma or degree in Human Resources, Industrial Relations, Business Administration, or a related field required.
CHRP designation is an asset.
Minimum of 1 years of progressive HR or labour relations experience in a, multi-union environment.
Proven experience in research, data analysis, and report preparation related to collective bargaining and grievance/arbitration processes.
Strong analytical and research skills with the ability to interpret collective agreements, arbitral decisions, and legislative documents.
Excellent written communication skills, including the ability to draft grievance responses, meeting minutes, and formal reports with accuracy and clarity.
Proven organizational and time management skills to manage multiple competing priorities, meet deadlines, and maintain accurate records.
Advanced proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint); experience with HRIS systems and database tools is an asset.
Ability to maintain confidentiality and exercise sound judgment when handling sensitive labour relations matters.
Strong interpersonal and collaboration skills to interact effectively with union representatives, legal counsel, and internal stakeholders.
Detail-oriented with a high level of accuracy in data management, record-keeping, and document preparation.
Demonstrated ability to work independently while also contributing to team-based projects and department goals.
Legal research abilities including solid working knowledge of electronic legal databases and legal reference tools (CanLII, WestlawNext, LexisNexis, Quicklaw, Brown and Beatty, etc…).
English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression. Bilingual (French /English) is considered an asset.
