THE POSITION


Under general direction of the Energy and Climate Division Manager, the Mobility Coordinator performs professional work in the field of transportation demand management (TDM), shared mobility programs, transportation planning, alternative transportation planning, and alternative transportation safety education.  Alternative transportation duties include implementation of the transportation measures and actions in the City’s Climate Action Plan. Transportation demand management duties include administering the City’s employee commuter program and development of community mobility programs for the public. Shared mobility duties include the administration of the City’s public / private partnership bike share network. Additional duties include assistance as needed in ensuring consistency with and implementation of the Circulation Element, Pedestrian Master Plan, and Bicycle Master Plan. 


Responsibilities will be to: 

  • Make recommendations on new alternative transportation and transportation demand management programs and administer said programs

  • Develop and promote alternative transportation programs to the community

  • Act as the City's expert on alternative transportation and micro-mobility

  • Collaborate and work regionally to advance climate goals

  • Research and write reports and correspondence

  • Seek out and administer grants in the fields of TDM, share mobility and alternative transportation

  • Answer questions and provide information to the public

  • Liaise with shared mobility partners, stakeholders and public

  • Investigate complaints concerning City's shared mobility programs and recommend corrective action as necessary

  • Execute grants associated with city’s shared mobility platforms

  • May assist the implementation of the Neighborhood Traffic Management Plan and provide technical assistance to professional staff

  • May assist in the implementation of bike rack replacement grants

  • Record pertinent information in the area of transportation demand management and policy development

  • Coordinate alternative transportation safety education programming 

  • Perform other duties as assigned

  • Position may require public presentation to advisory board, City Council committees, and/or City Council 

Vacancy many be filled at either the Associate or Assistant level depending on experience.

Associate Transportation Planner: Full journey-level class within the Transportation Planner series. May exercise functional and technical supervision over lower level staff. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development and advance report preparation. Four years of increasingly responsible experience in urban or transportation planning is highly desirable.

Assistant Transportation Planner: Entry-level class in the Transportation Planner series is distinguished from the Associate Transportation Planner by the performance of the more routine tasks and duties assigned to position within the series including proposal and application review, report preparation, and a high degree of public interaction.


Telecommuting/Flexible Work Schedule
This position is eligible for a hybrid work schedule - employee must work in office at least three (3) days per week.

Position Duties


Knowledge of:

  • TDM program design and administration, emerging trends in micromobility and TDM strategies, principles and practices of transportation planning, inter-relationships of land use and regional travel patterns
  • Travel demand forecasting
  • Principles and limitations of Transportation Demand Management
  • Alternative transportation concepts including effectiveness and limitations
  • Behavior change tactics and strategies
  • Modern office methods, practices, procedures and software including Microsoft Word, Excel, Outlook, Teams, adobe acrobat and PowerPoint, spreadsheet and database applications

Ability to:

  • Apply basic transportation planning policies and practices in the evaluation of community programs, education needs, and infrastructure; 
  • Conceive and manage the design of alternative transportation programs
  • Manage and innovated the design and implementation of the City’s TDM program
  • Prepare reports and recommendations; evaluate and prepare transportation planning studies, ordinances, and maps to present data supporting recommendations
  • Present staff recommendations on proposals to committees and explain proposals' conformance to the Climate Action Plan, Circulation Element, Bicycle Master Plan and Pedestrian Master Plan
  • Communicate clearly and concisely, both orally and in writing; operate a computer utilizing database management and word processing software explain transportation programs and planning to public, decision makers, property owners, architects and engineers
  • Establish and maintain cooperative working relationships 


Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Experience:

Two years of full-time transportation planning experience is desirable.


Education and/or Training:

Bachelor's degree in Environmental Studies, Environmental Science, Transportation Planning, Urban Planning, Traffic Engineering or a closely related field.
