About the Office and Team
The Seattle Office of Housing (OH) manages and invests public funds to create and preserve affordable housing across the city. This role is part of the Capital Investments Team (CIT). CIT finances rental housing through competitive funding rounds, primarily using the local Seattle Housing Levy in addition to leveraging state, federal, and philanthropic sources. We also help shape policy and funding priorities that advance housing affordability. Our partners include affordable housing developers, public funding agencies at the local, state, and federal levels, and other City of Seattle Departments. In addition to multifamily housing investment, OH supports policy development and asset management strategies that protect long-term affordability across the city's housing portfolio. Outside of CIT and this role, OH also administers home repair and energy efficiency programs for low-income homeowners. OH’s mission is to increase housing access, reduce displacement, and align public investment with long-term affordability.
About the Role
In this role, you will help underwrite, structure, and manage public investments in affordable housing projects. You will combine focused project analysis with hands-on coordination across internal teams and external partners. This is an opportunity to deepen your technical skills, work directly with internal City teams and external partners, and contribute to complex projects across all phases of affordable housing development — from funding applications to loan closings to long-term compliance. You will work across disciplines, including finance, policy, planning, construction, and asset management, to support projects that shape the future of affordable housing in Seattle. You will work directly with the Rental Housing Programs Manager on the Capital Investments Team, be part of a collaborative team, and receive structured training, tools, and support from experienced colleagues. Position Duties
The top 3 priorities of this work are:
- Project Evaluation & Underwriting:
- Review affordable housing development proposals for financial feasibility and policy alignment. Assess risks, capital needs, and long-term operating performance using sound judgment and clear analysis.
- Loan Structuring & Negotiation:
- Structure financing terms that meet City policy requirements and hold up in complex multi-source deals. Work closely with legal, title, and external funders to negotiate agreements and move projects to closing.
- Collaboration & Communication:
- Coordinate with developers, other public funders, and internal City teams to move projects forward in a shared funding environment. Navigate overlapping priorities, timelines, and funding requirements while keeping partners informed and aligned.
Your responsibilities will include:
- Reviewing funding applications for affordable housing projects
- Analyzing development budgets and operating pro formas to support funding recommendations
- Coordinating with internal and external partners — including developers, consultants, and other funders — throughout the full development lifecycle, from award to closing, construction, and close-out
- Negotiating loan documents in coordination with development teams, legal counsel, and other public funders
- Monitoring project milestones and compliance during pre-development and construction
- Reviewing and processing developer draw requests
- Collaborating with asset management and policy staff to support long-term project performance and program improvements
You will be prepared for this role with a combination of the following:

- Clear writing and strong communication skills, with the ability to explain complex ideas clearly in both written and spoken formats and adapt your message to your audience
- Natural curiosity and learning mindset, including an eagerness to understand how projects come together, ask questions, and deepen your skills
- Technical expertise with tools such as Excel (including formulas and multiple tab spreadsheets), Microsoft 365, SharePoint, Salesforce, and new technologies as required
- Financial analysis of development budgets and pro formas, including use of formulas such as PMT, SUMIF, and XLOOKUP
- Organized, accountable, and responsive
- Ability to:
- Manage details while keeping the big picture in mind, including tracking timelines, documents, and data across multiple projects
- Work within ambiguity by being proactive, resourceful, and able to move things forward without always having complete information
- Coordinate across disciplines, working with colleagues in construction, policy, legal, asset management, and community organizations

- Experience:
- Coordinating loan closings and compliance across funders and project teams
- Managing competing timelines, shifting project needs, and the complexity of public-private development
- Exposure to affordable housing finance or adjacent fields like urban planning, public policy, or real estate development
- Exposure to public funding sources such as LIHTC, the Washington State Housing Trust Fund, or HOME
- Experience with Construction, land use approvals, or development coordination
- Working across organizations or sectors to move projects forward
Minimum Qualifications
In addition to the qualities mentioned above, you will need to possess the below required qualifications (or a combination of education, training or experience which provides an equivalent background required to perform the work of the class):
- Five (5) years of professional experience in urban planning, community development, real estate, architecture, project management, housing finance, nonprofit development, construction project coordination, public sector programs, or other related experience
OR
- Four (4) years of professional experience in urban planning, community development, real estate, architecture, project management, housing finance, nonprofit development, construction project coordination, public sector programs, or other related experience
- An associate degree in business or public administration, architecture, urban planning, or a related field
OR
- Three (3) years of professional experience in urban planning, community development, real estate, architecture, project management, housing finance, nonprofit development, construction project coordination, public sector programs, or other related experience
- A bachelor’s degree in business or public administration, architecture, urban planning, or a related field
Other Qualifications
This civil-service position is eligible for overtime and is classified as a Community Development Specialist, Senior. The full pay range for this step-progression position is $54.28 - $63.26 per hour. New employees begin at Step 1 of the pay progression, which is $54.28 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions.

This position offers the flexibility of a hybrid work schedule. Employees of the Office of Housing are expected to be in-office 3 days per week. Tuesday is currently an in-office day for the team. Individual schedules will be based on agreement between the employee and their supervisor.
Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360), which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language, interpretation, or translation services to the public on behalf of the City of Seattle.
