About the Department

Investigates citizen complaints concerning allegations of police misconduct and examines other issues affecting the relationship between citizens and the Pittsburgh Bureau of Police.

Department: Citizen Police Review Board
Salary:  $57,135 per year.

Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

Position Duties

General Application Requirements:

You must submit or show proof of all of the following at the time of filing your application (unless otherwise indicated below) or your application will be disqualified. Disqualifications based on any of these General Application Requirements are not subject to a Civil Service appeal.

  • Applicants are required to be City of Pittsburgh residents at the time of submitting the application and remain a resident throughout employment. Your City of Pittsburgh residency will be verified.

  • A current, valid Pennsylvania Class C Pennsylvania Driver's License (or out of state equivalent) is?required?prior to appointment?and must be?maintained?throughout employment. The Department of Human Resources & Civil Service will consider individual written requests for accommodation based on the Rehabilitation Act of 1973 and the Americans with Disabilities Act.
  • Applicants must be eligible to be commissioned as a Notary Public.
  • Act 33 /34 (153) clearances are required prior to appointment.
  • Applicants must obtain and maintain certification as a Practitioner of Oversight (CPO/NACOLE).
  • Applicants must complete the Pittsburgh Citizen Police Academy.

NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. The background investigation includes, but is not limited to criminal background, driver's license and City of Pittsburgh real estate tax payments.  Candidates may be disqualified from consideration for employment based on the results of their background investigation as it relates to the job for which the applicant is being considered

NOTE: Candidates being considered for employment will be required to submit official transcripts to verify their post-secondary education (college/university, trade school, etc.) prior to being hired by the City of Pittsburgh. 

Qualifying Requirements:

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice regarding your eligibility.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full time work experience in investigations related to law enforcement, fraud, protective services, administrative venues, loss-prevention, or related areas. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree, from an accredited institution, in  Law Enforcement Administration, Law, Public Administration, Criminal Justice, Human Relations, Social Work or a related field.  (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). Work experience may not be substituted for the required High School Diploma or GED equivalency. The Total Qualifying Requirement is seven (7) years. Minimum Qualifications

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s).  You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.  Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

Other Qualifications

  • Investigates and evaluates citizen complaints concerning allegations of police misconduct
  • Recognizes and reports acts of misconduct not originally alleged in a citizen complaint.
  • Determines the nature of the alleged misconduct (i.e., administrative, criminal civil and/or civil rights violations) and develops an appropriate investigative strategy.
  • Performs lawful investigative assignments (i.e., covert activities, surveillance, etc.) and reporting duties in accordance with applicable federal, state and local laws and regulations, CPRB operating standards and established City and departmental policies and procedures.
  • Compiles all case findings in a comprehensive report and reports unusually significant findings to the Executive Director for immediate action.
  • Interviews complainants, witnesses and police officers to gather facts and takes sworn statements regarding alleged misconduct and matters being investigated.
  • Conducts site visits and scene analyses as requested or required.
  • Identifies, collects, processes, packages and logs physical evidence relevant to a complaint or matters under investigation or review by the Board.
  • Organizes and analyzes evidence and testimony to prepare assigned cases for public hearings, board meetings and mediation sessions.
  • Presents oral and written investigation findings and makes recommendations to the Citizen Police Review Board at public meetings.
  • Testifies in varied venues as requested or required.
  • Prepares and delivers formal notices to subject officer(s) and complainant(s) and other parties as required by CPRB Rules and Operating Procedures and departmental policies and procedures.
  • Obtains and delivers subpoenas approved by the Board or Executive Director.
  • Attends and participates in training activities, including the Citizen's Police Academy, as directed by the Intake Director.
  • Prepares case material for the special prosecutor and assists with preparation and coordination of public hearings as directed by the Assistant Executive Director or Executive Director.
  • Maintains records, manually and/or by automated methods, and prepares accurate, comprehensive reports, correspondence, etc.
  • Types and operates office equipment (i.e., PC and peripheral equipment, calculator, copier, fax machine, etc.).
  • Works non-traditional hours, weekends and holidays as required by an investigation or as directed by the Assist. Executive Director or Executive Director.
  • May be subjected to various environmental conditions and hostile individuals.
  • Protects and preserves the confidentiality of all CPRB-related information and investigations.
  • Performs activities and functions of related lower-level personnel and such other related tasks and duties as lawfully directed by the Assistant Executive Director or Executive Director.
