About the Department

This position provides professional administrative support to the Marketing & Public Relations Department, enhancing efficiency and strategic planning. Key duties include data analysis and report generation to inform decisions, along with developing and implementing marketing strategies for city departments. The role coordinates multiple projects, manages citywide marketing training, ensures compliance, and serves as the main point of contact for customers. Responsibilities also involve extensive research, analyzing challenges, and documenting policy decisions, as well as overseeing performance measures and work plan goals.


In collaboration with the Finance and Budget Department, this role manages procurement processes, budget preparation, and fiscal management. It also oversees the city’s retail store, improving efficiency and reducing costs, while welcoming guests to the Visitor and Conference Center and addressing citizen inquiries and complaints. The position ensures smooth office operations, provides excellent customer service, and upholds a professional atmosphere.

Position Duties

Strategic Marketing Plan Development and Project Management. This position leads the development and implementation of marketing strategies for city departments. This includes organizing marketing materials and events, and conducting citywide marketing training. The individual coordinates and guides multiple projects, ensuring compliance with internal requirements and serving as a single point of contact for customers throughout the project lifecycle.

Marketing Support. Supports department branding and awareness of citywide programs and initiatives in areas such as planning, coordinating, and executing digital marketing needs, including email, website, social media, digital advertising, and digital screens. Assists with graphic design projects by updating collateral files, approving City Canva art, and creating Canva assets for city projects. Provides social media support by creating, coordinating, or updating content. Provides reports using the City’s media tracking, social listening, and data analytics tools. Assists in planning and execution of city special events.

Administrative Support. This position provides professional administrative support to the Marketing & Public Relations Department and the Director, enhancing operational efficiency and strategic planning. Key responsibilities include data acquisition, analysis, and report generation to inform decision-making processes.

Data Analyst. Responsibilities include extensive coordination and research for special projects, collecting and analyzing data on operational and administrative challenges, synthesizing information, making informed recommendations, and documenting policy decisions. The position prepares, reviews, interprets, and analyzes various reports and manages performance measures and work plan goals. Assists in developing systems and procedures to lower operating costs or increase efficiencies.

Manages Department Budget & Procurement. The position oversees municipal procurement processes for the MPR Department. This involves managing both formal and informal bids, ensuring adherence to procurement policies and procedures, and providing guidance on general purchasing activities. The role also involves preparing budget documents, fiscal management, and assisting in budget development, including making projections, monitoring budgets, and recommending amendments.

Visitor Center Store Management. Sole operator of the City Gift Shop inside the Visitor Center. Responsible for all inventory decisions; acting as a merchandiser, tracking inventory, checking customers out, reconciling revenue for the store, re-stocking of inventory, pricing/tagging of items, and any other duties related to the store.

Front Desk/Building Support. Welcomes clients and guests into the city’s Visitor and Conference Center and provides front-line customer service and reception desk management. Directs multi-line telephone calls and greets guests. Sorts and distributes incoming mail/packages. Maintains and organizes office supplies and Visitor Center inventory. Assists with special projects and miscellaneous administrative tasks in support of departments. Handles citizen requests, inquiries, complaints, and problems related to departmental and city programs, ensuring effective communication and customer service while maintaining a professional office atmosphere and providing high-level hospitality to visitors.

Participates in interdepartmental workgroups/committees to enhance program services and collaborates with other divisions and departments.

Minimum Qualifications

Bachelor’s degree in public relations, Communications, Marketing, Business Administration, Tourism, or a closely related field, or any equivalent combination of experience, education, and technical training that provides the required knowledge, skills, and abilities, to qualify.

Two (2) or more years of progressive experience in marketing, strategic communications, overseeing budgets, and supporting contracting and procurement processes. 

Valid Arizona Operator’s Driver’s License.

Other Qualifications

Knowledge of marketing principles and strategies; experience in creating and implementing marketing plans. Understanding of best graphic design practices and efficiency in Canva or other graphic design programs.

Work requires the ability to read various documents and memos from other departments, inter-agency, and vendors.  Also, the ability to interpret grant booklets and applications, federal regulations, requests for proposals, policies and procedures manuals, articles, and legislative documents.

Work requires the ability to perform college-level math and statistics, including addition, subtraction, multiplication, division, percentages, financial formulas, statistical calculations, and projections.

Work requires the ability to write documents, such as letters, proposals, and reports, and prepare financial and other related business documents.

Work requires considerable independent initiative and analytical thinking.

Responsibilities may include occasionally acting as the lead for a specialized project or assisting the Marketing & Public Relations Director with projects.

Assists in preparing budget documents, including making projections, monitoring budgets, and recommending amendments as needed.

The individual may supervise staff, interns, temporary staff, or volunteers and will provide input regarding work scheduling, performance evaluations, and work quality.

Work independently with minimal supervision.  Establish and maintain effective working relationships with City management, City Council, government agencies, private companies, legislators, and the general public. Conduct research, analyze findings, and prepare and present clear and precise recommendations and reports—ability to organize and integrate multiple data sources and complex materials, and assist others in developing compliance systems.

This position has contact within and outside the organization, including municipalities and government agencies. Internal contacts may involve similar work units or departments within the City, which may be involved in, decision-making or providing approval for purchases and projects. Vendors and suppliers may also be called upon for information on purchases, supplies, or products.  Working with the public and citizens may also be required. Employee must maintain regular attendance.
