As a member of the multi-disciplinary Spatial Data Services Program, the Civil Technical Specialist will support the site and infrastructure data lifecycle for the Canadian Armed Forces and the Department of National Defence’s real property programs. This role requires strong knowledge of topographic/field surveys and control networks, to support data acquisition projects and industry-contracts, contribute to the development of spatial data standards and specifications, and provide informed advice on solutions, technologies, and best practices. Working with multiple software platforms, including ESRI and Autodesk, the specialist will deliver data management services to client-partners, including quality assurance and quality control, standardization, and migration of civil and infrastructure data collected from DND locations across Canada. The position will also provide general spatial data support and technical guidance as needed.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
- Provide spatial data management support and deliver data/information products/analyses in response to Client-Partner requests
- Provide technical advice/services regarding topographic/field surveys (e.g., standards, processes, software, tools, documentation
- Support topographic/field survey project and contract teams to understand and implement data management processes and standards
- Perform and report on quality assurance and quality control processes
- Provide other ad hoc support (e.g., special projects, database entry and administrative support)
- Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
- Ensure quality standards are met, in line with corporate and Client-Partner expectations
Other
- Collect, convert and edit data from various sources and in various formats
- Update geospatial data standards
- Support and/or lead business development activities
- Manage risk
- Other duties as assigned
SKILLS
General and Specific Knowledge
- Best practices, methods, trends and developments in GIS
- GIS or Civil software and tools including ESRI (ArcGIS Desktop and/or ArcGIS Pro) and Autodesk (AutoCAD, Map 3D, and/or Civil 3D)
- Relational spatial database design and management
- Client-Partner GIS standards
- Project and risk management principles
Formal Education and/or Certification(s) and Experience
- Minimum: college diploma in geomatics, civil/engineering technology, or a related field with four years’ relevant experience, or the equivalent
- Preferred: university degree in geomatics, civil/engineering technology, or related field
Abilities
- Use applicable computer software and operating systems
- Apply project and risk management techniques
DEVELOPMENT AND LEADERSHIP
- Provide functional advice and guidance to employees and the Client-Partners
WORKING CONDITIONS
- Typical office environment with occasional travel
- Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
