Job Summary:
 
The Senior Director, Occupational Safety, Health & Wellness provides the strategic occupational safety, health and wellness direction for the enterprise and overall day to day leadership of the Occupational Safety, Health and Wellness specialist team. Leads, collaborates, innovates and provides solutions in matters of compliance, safety management and program practice such as Stay at Work (SAW), Return to Work (RTW), Accommodations, Long Term Disability, Injury Prevention and the VON Attendance Review Program (ARP). Oversees and leads all work related to workplace injuries and claims. Creates internal and external partnerships and leverages knowledge, best practices, and resources across the organization while engaging with leadership and stakeholders to drive safety, health and wellness success and effectiveness.

Key Responsibilities: 

Strategy, Expertise and Execution
  • Provide enterprise-wide transformational and strategic leadership, subject matter expertise, guidance and oversight of Occupational Safety, Health and Wellness (OSHW) programming to ensure organizational risk mitigation through regulatory and legislated compliance to provincial and federal standards and regulations.
  • Develop and execute the organizational Occupational Safety, Health and Wellness (OSHW) strategy.
  • Provide strategic advice on legislative requirements and best practices in health and wellness to the team, and to other leaders throughout the organization. 
  • Ensure Occupational Safety and Health risks are identified and addressed through effective health and wellness committees and processes. 
  • Oversee, develop and administers departmental budget. 
  • Develop Request for Proposals (RFP) in collaboration with the VP of HR. 
  • Develop key performance indicators (KPIs) focused on site and corporate occupational health and hygiene improvement. 
Leadership
  • Lead the enterprise occupational safety, health and wellness strategy development, direction, planning and execution.
  • Leads the development and implementation of key corporate health & wellness initiatives to ensure successful achievement of business goals. 
  • Leads the performance and skill/career development of OSH specialist team ensuring the team has adequate capacity and capability to address the needs of the organization.
  • Provides leadership, consultation, and support to the leadership team to address occupational health, safety, and wellness needs and issues.
  • Produces statistical information (i.e. indicators, trends, reports and/or data) to identify and recommend occupational safety improvement initiatives.
  • Provides VP of HR all Occupational Health reports requested by the HR Committee.
  • Lead or co-chair committees or sub-committees related to Employee Occupational Safety, Health, or Wellness.
  • Attends and participates in Nova Scotia and Ontario weekly Operational meeting and provides a monthly report. 
  • Attends and participates in quarterly direct report meetings with Senior Management Team. 
Compliance & Support
  • Provide strategic advice and on legislative requirements and best practices for injury prevention, and to other leaders throughout the organization.
  • Responsible for OSH Policy development, education and implementation.  
  • Participates in VON Policy Review and approval committee.
  • Oversee health and wellness committees and related processes to ensure legislative compliance.
  • Ensure continuous oversight of VONs claims experience for both Workers Compensation Board (WCB) and Workers Safety and Insurance Board (WSIB). 
  • Ensure protocols are in place and followed regarding reporting of WSIB and WCB claims to internal stakeholders and the management of claims to the appropriate external stakeholder. 
  • Oversee the Disability Management (sick time) and Absence Review programs. 
  • Ensure that the process for OSHW reporting by managers is consistent and comprehensive. 
  • Work in close collaboration with the Senior Leaders of VON to ensure a strategic and integrated approach to OSHW. 
  • Oversee comprehensive work accommodation programs with inclusion of multiple stakeholders: Employees, union, employee relations/labour relations, ergo/rehab, etc. 
  • Work in collaboration with Labour, Practice, Quality and Risk to recreate safe work plans for employees and clients. 
  • Participate in Code Clinical and Business Teams as required. 
  • Lead the investigation and resolution of complex employee occupational injuries and illness and disability cases that have a broad and lasting impact on the business. 
  • Develop innovative solutions that overcome significant challenges and advance the delivery of injury prevention, health and wellness strategies. 
  • Act as a champion of change and influences other, including senior leadership to adopt new and innovative solutions. 
  • Foster an atmosphere of innovation, continuous improvement and customer focus. 
  • Provide support and guidance on difficult decisions, using policies, procedures and legislation. 
  • Represent OSH in VON strategic initiatives and projects. 
  • Provides coverage for VP of HR and other HR Directors when needed. 
Common Leadership Responsibilities
  • Promotes the strategy of VON and their role as an integrated community care provider to all stakeholders and staff 
  • Prioritizes and ensures alignment of emerging opportunities in the community with VON strategic plan 
  • Provides leadership in navigating the requirements and complexities of unionized and non-unionized environments 
  • Coaches, advises, motivates, and provides leadership to staff; creates a positive workplace for staff 
  • Promotes the Lean team management approach to ensure a common paradigm of management and discipline of management practices 
  • Ensures there are mechanisms for all staff to come together to hear of organizational news and to provide feedback on what is working and what is not working 
  • Ensures all Districts have a plan to complete performance development and learning plans with all staff 
  • Promotes common approaches to orientation, learning, motivating, recognizing and supporting staff when achieving organizational goals; such as meeting or exceeding KPIs, meeting or exceeding milestones 
  • Provides leadership and commitment to building client and family engagement and following accreditation Canada Standards 
  • Provides leadership in the promotion of a safe and healthy workplace ensuring workplace conduct and activities are in accordance with the provincial Occupational Health and Safety Act and Regulations, that KPIs related to safety are regularly reviewed by management, that appropriate investigations occur when needed, and plans to address issues are created and acted upon. 
  • Compliant with the VON Safety Management System, including all Safe Work Practices and Procedures. 
  • Promotes work/life balance fostering professional excellence and personal fulfilment and health 
  • Promotes the use of technology-based systems for the capture, transformation and distribution of knowledge 
  • Abides by all confidentiality and protection of personal information policies, regulations and practices and ensures appropriate safeguards are in place in the Region 
External and Internal Relationships
  • Engage and guide employees, managers and functional leaders on the delivery of injury prevention, health and wellness strategies. 
  • Ensures any needed contractual changes are brought to Labour during negotiation preparations. 
  • Collaborates with Operations and Corporate Services to ensure required training and education is planned to have minimal disruption to client services as possible. 
  • Engage and builds relationship with third party wellness service providers, worker’s compensation and funders to ensure effective services to internal stakeholders. 
Education, Designations and Experience:
  • Post-secondary education in Occupational Health and Safety or Human Resources with a focus on Health and Safety. 
  • Minimum 10 years’ experience in occupational health and safety, or human resources management (with a focus on Health and Occupational Safety), or related experience handling investigations, and complaint resolution. 
  • Minimum 5 years of leadership experience. 
  • Knowledge of occupational safety legislation, health and safety best practices, work place hazards and control measures.

  • Ability to interact effectively with clients, coworkers, health care practitioners, volunteers, other stakeholder organizations.

  • Travel, overtime and irregular work schedules as required. 
  • The use of Personal Protective Equipment (PPE) may be required. 
Working conditions and physical demands: This role requires a detail-oriented approach in a dynamic environment, with physical activity including lifting, carrying (using proper techniques), bending, reaching, kneeling, and other movements that emphasize good body mechanics. Individuals in the role are required to walk, sit, stand, and climb stairs throughout the day, with some tasks requiring fine hand movements.
