The Georgia Department of Human Services (DHS), Division of Family and Children Services (DFCS), Office of Family Independence (OFI), is seeking candidates for the position of Budget Analyst 2. This position will report to the unit director and will be located at the State Office building; 47 Trinity Ave., Fulton County, Georgia.

Position Duties
Pay Grade: J
Under general supervision, develops, prepares, analyzes and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management. Performs expenditure analyses and prepares budget-related financial summaries and recommendations for management review.
Roles and Responsibilities:
Contract Management Responsibilities:
- Monitoring, reviewing, and analyzing the fiscal aspects of the interagency agreements and contracts related to SNAP Works to ensure compliance with state and federal regulations and management intent.
- Preparing budgets for submission to the federal government and leadership in coordination with the SNAP Works program management team.
- Analyzing federal revenue and monitoring federal revenue draws.
- Analyze current revenues and expenditures and coordinate with the DFCS fiscal and program management teams on the development and projections for future funding scenarios.
- Coordinating with fiscal and program staff to design, develop, and implement budgetary structures to ensure proper reporting of the related federal grant expenditures.
- Create, revise, amend, and follow up on contracts for new and ongoing third-party partners.
- Determining how state and federal fiscal policies will be implemented.
- Making recommendations regarding fiscal controls and adequacy of appropriations.
- Reviewing, interpreting, and correcting discrepancies between account funding and preparing journal vouchers for corrections and adjusting entries.
- Approving payments, adjusting journal vouchers, and managing the process of receipting cash for program-related expenditures.
- Providing financial consultation and advice to SNAP Works executive management, program management, and the DFCS Accounting and Internal Control Administrator.
- Participating in state and federal fiscal year closings by ensuring corrections, adjustments, updates to cost allocation, etc., are submitted accurately and on time. Responsible for other closing tasks as assigned.
- Attending site visits to subrecipient offices located throughout the state. This could include overnight travel for multiple consecutive days.
- Performing fiscal monitoring visits in compliance with the federal Office of Management and Budget (OMB) 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
- Preparing monitoring reports that include findings and recommendations for process improvements.
Minimum Qualifications
- Associate degree in accounting, business/public administration, or finance from an accredited college or university AND Two (2) years of fiscal analysis job- related experience.
- Four (4) years of fiscal analysis job-related experience.
- Two (2) years of experience at the lower level Budget Analyst 1 (FIP010) or equivalent position.
Knowledge of:
- State government budgeting processes, government funding mechanisms, and accounting structures.
- State legislative processes.
- Principles of state budgeting and accounting.
- Advanced financial principles, Generally Accepted Accounting Principles (GAAP), and the State Budget & Accounting Act.
- State policies and law.
- DFCS policies.
- State contracting laws and policies.
- Problem-solving and decision-making processes.
- Interpret rules and policies related to accounting.
- Explain accounting procedures and practices to staff and managers.
- Research and resolve inquiries from program managers, contractors, and other state agencies.
- Present complex or technical information and ideas effectively in formal and informal situations.
- Compose, send, and respond to electronic mail.
- Use the Microsoft Office suite of products, including Excel, Outlook, Word, and PowerPoint at intermediate to advanced levels.
- Input and retrieve financial data from agency financial reporting systems and other information technology systems.
- Create reports for financial analysis.
- Create and populate financial transactions.
- Develop, review, and analyze financial plans or data, budget proposals, and expenditure projections.
- Maintain confidentiality of sensitive data.
