We do this by fostering public-private partnerships, facilitating sustainable investment, and providing deep analytical insights in frontier markets.POSITION MANDATEResonance seeks a Chief of Party (COP) to lead the anticipated USAID West Africa Illegal, Unreported and Unregulated Fishing (IUU) project. This project is expected to span five years, with an estimated budget ranging from $10 to $25 million. The overarching objectives are anticipated to address IUU fishing and associated human rights and labor abuses, particularly focused on the Gulf of Guinea by meaningfully reducing IUU fishing activities and to shift marine fisheries toward legality and sustainability, while promoting resilience of marine ecosystems and fostering an equitable fishing society.This is a full-time position based in Accra, Ghana, reporting to Director, Project Delivery Unit (or designee) at Resonance’s HQ.Outcomes / Essential Functions
- Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical advice and inputs across one or more areas, such as IUU enforcement mechanisms, sustainable fisheries advocacy and management, policy reform, livelihoods development, fisheries data and modeling, coastal protection, marine biodiversity, and/or regional fisheries governance.
- Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities throughout the West Africa region.
- Lead financial oversight and ensure compliance with USG regulations, focused country-specific regulations, and Resonance policies.
- Lead or support the design, methodology, and tools for some activities as relevant to areas of expertise.
- Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
- Oversee management of subcontractors/partners to ensure high-quality service delivery and achievement of expected results.
- Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
- Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.
- Primary point of contact with client (USAID) to ensure delivery of high-quality and compliant services.
- Master’s degree in international development, natural resources management, marine and coastal studies, fisheries management, or related field, or a Bachelor’s degree in related field with 5 additional years of related work experience.
- 10+ years of experience leading or managing international donor-funded development projects.
- Experience working on similar development programs, ideally in West Africa, with a focus on sustainable fisheries management and promotion, food security, sustainable livelihoods, and coastal resilience or other relevant technical areas.
- Experience liaising with high-level representatives from public and private sectors and USAID and other donor-funded activities and engaging with local organizations and stakeholders.
- Demonstrated leadership in effective project management, technical and analytical skills, and personnel management.
- Proficiency addressing factors that maximize gender and social inclusion, MEL, and communications.
- Fluency in English
- Track record of successful leadership in implementing USAID-funded projects or similar donor-funded programs at a regional scale, including effective oversight of cross-border collaboration and resource allocation.
- Strong understanding of regional dynamics, challenges, and opportunities in addressing transboundary issues such as IUU fishing, natural resource management, and sustainable livelihoods in West Africa.
- Strong network of government, NGO and civil society, donor and private sector through focus geography.
- Experience as a COP or DCOP on a USAID project in the West Africa region.
- Fluency in French is strongly preferred.
