About the Department

Assesses the needs and determines initial and ongoing eligibility of clients for programs including, but not limited to, Food Assistance, Medicaid, Adult Financial, Colorado Works, and the Colorado Child Care Assistance programs for Pitkin County Human Services department; provides case management services and assists clients in accessing community resources. 

Position Duties

  • Assesses economically vulnerable clients; evaluates clients' needs, provides comprehensive eligibility determinations to families or cases in accordance with agency, state, and federal program requirements. 

  • Conducts one-on-one interviews with applicants, recipients, and other related parties to obtain information required to provide client services and/or determine program eligibility. Makes any necessary referrals to community services and coordinates multiple services if required.

  • Interprets and applies complex federal and state policy to ensure access to appropriate services and consistent, accurate, and timely processing of client services. 

  • Operates databases from a wide variety of systems, provides program services, ongoing case maintenance, and/or processes applications for assistance and redeterminations of eligibility.

  • Maintains thorough understanding of complex programs, processes, or specialized systems through participation in ongoing training and self-teaching.

  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications

This position follows a sequence:

  • Level I:

    • Up to 1 year of experience in behavioral sciences, public administration or administrative work.

    • High School Diploma or GED equivalent.

    • 95% measured accuracy processing SNAP and Medicaid programs, both eligibility and issuance.

    • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

  • Level II (in addition to Level I):

    • 1-3 years of progressively responsible experience in the role.

    • 95% measured accuracy processing Adult Financial and Medicare Savings Programs, both eligibility and issuance.

  • Level III (in addition to Level II):

    • 3+ years of progressively responsible experience in the role.

    • 95% accuracy processing Long Term Care, and Colorado Works/TANF programs, both eligibility and issuance.


Knowledge Of:

  • County policies and procedures.

  • State and federal laws and regulations governing work performed.

  • Record keeping and records management rules and standards.


Skill In:

  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.

  • Interacting with people of different social, economic, and ethnic backgrounds.

  • Following and effectively communicating verbal and written instructions.

  • Utilizing standard personal computer software programs and specialized state and County software.

  • Communicating effectively verbally and in writing.

Work is performed in a standard office environment; work includes the potential exposure to hostile situations; some non-standard work hours are required.
