The Office of Aging and Adult Services (OAAS) within the Louisiana Department of Health supports older adults and individuals with adult-onset disabilities through a range of Medicaid and non-Medicaid long-term care programs.
This critical role directs Medicaid long-term care admissions, supervises staff, and collaborates with healthcare partners to ensure smooth transitions for individuals with complex needs. Ideal for candidates with strong Medicaid knowledge, leadership experience, and a passion for improving long-term care services in Louisiana.
Position Duties
A bachelor's degree plus six years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR
A master's degree in a health services field, health regulation field, or a social services field plus five years of experience in hospital or nursing home administration, health services, health regulation, or social services.

Other Qualifications
- Directs and oversees all statewide Nursing Facility Admissions (NFA) and continued stay processes, ensuring compliance with PASRR and Medicaid regulations.
- Supervises NFA staff and collaborates with internal and external stakeholders to develop policies aligned with best practices and federal/state requirements.
- Builds and maintains relationships with facility administrators and healthcare professionals to support complex admissions and patient transitions.
- Provides expert guidance on medically complex cases and directs referrals when nursing facility care is not appropriate.
- Conducts reviews of interRAI assessments and contributes to technical assistance and training for Support Coordination Agencies.
- Serves on internal OAAS committees and panels, offering clinical insight and programmatic recommendations.
- Leads disaster response coordination for nursing home admissions and oversees staff performance, development, and daily operations of the NFA Division.
An ideal candidate possesses the following:
Proven experience in managing hospital and nursing facility level-of-care processes, including coordination of care and services for individuals navigating nursing facility admissions and/or Medicaid waiver programs.
In-depth knowledge of Medicaid Home and Community-Based Services (HCBS) waiver programs and related resources to support access to long-term services and supports.
Hands-on experience working with elderly individuals and/or those with adult-onset disabilities.
Solid understanding of federal and state regulations governing nursing facilities and HCBS programs.
Expertise in conducting Nursing Facility Level of Care (NFLOC) determinations, with proficiency in using assessment tools such as the Minimum Data Set (MDS 3.0) and/or interRAI Home Care (iHC).
