About the Department
CITY OF NORFOLK: Department of Public Works, Division of Environmental Storm Water Management is seeking a Geographic Information System Technician II to assist with technical support, maintenance, training, and upgrades to the GIS system for the Division. This individual will coordinate and develop GIS applications in cooperation with the Information Technology Department. Additionally, they will assist the public with research and retrievals regarding infrastructure data and other information.
The Department of Public Works builds, maintains and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.
The GIS Tech II position assists with maintaining asset inventory of critical infrastructure for Storm Water environmental regulatory compliance in the GIS database. This position maintains vital records for regulatory mandates and asset management. This position produces various maps, analyzes data, and provides technical support to operations, customers, contractors, or management on infrastructure identification.
Position Duties
Essential functions include, but are not limited to:
- Maintains and updates the City storm water infrastructure inventories using GIS or other various tools.
- Performs utilities overlays and sub-setting to determine spatial relationships for performing geographic analysis and modeling.
- Must be able to operate and edit data in ArcMap and other ArcGIS Desktop software.
- Able to coordinate data conversion and transition between GIS and other data asset systems.
- Collects field measurements and verification on the Division’s GIS mapping system / database system. Resolves attribute and data issues.
- Assists with integrating infrastructure data with the GIS and develops applications to facilitate those efforts.
- Able to work in ArcSDE ArcGIS Server.
- Performs technical support liaison functions between the Division and the Department of Information Technology. Assists with resolving attribute and data issues with other departments, divisions, or field verifications.
- Attend City GIS user group committee meetings.
- Provides technical support and integration with the GIS and Lucity Work/Asset Management System interface.
- Assists with maintaining files and records, recording, and maintaining digital drawings, and creating and updating digital drawings.
- Provides assistance by furnishing or updating maps, plans, and underground utility locations to the public, contractors, staff, utility companies, etc.
- Provides technical support to in-house Operational, Engineering, and Environmental staff.
- Completes documentation and metadata associated with GIS and other data base conditions.
- Responds to citizen requests, civic groups, and interdepartmental agencies. Performs duties by providing public information, receiving citizen inquires and complaints, investigating problems, developing solutions, providing status reports, attending inter and intra departmental meetings and serving on committees.
- Work requires analysis and judgment in accomplishing diversified duties. Work requires the individual to exercise independent thinking and problem solving within the limits of the policies, standards, and procedures.
- Requires the ability to climb ladders and stairs, bend, push, pull, stoop and access uneven terrain and construction sites.
- Requires the ability to read contracts, construction drawings, manuals, City codes and policies, memorandum, and general correspondence.
- Requires the ability to write reports, system documentation, computer recommendations, and general correspondence.
- Requires advanced computer skills, including Microsoft Office Suite, ArcGIS, ArcMap, ArcSDE.
Minimum Qualifications
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Required:
- Two years of experience in GIS.
- Academic courses or areas of concentration preferred to perform the required job duties: Geography, Geology, Computer Science, Engineering, or any other Geo-Science field.
- Two years of experience in ARC SDE.
