Job Description

This Scientist position is for a Water Use Compliance Analyst in the Lower West Coast Section of the Water Use Bureau, responsible for performing review and analysis of post permit compliance deliverables for assigned water use permits. This position requires knowledge of hydrogeology and experience with water use regulatory processes and databases. Based on the position level, the successful candidate will have varying levels of technical responsibility for interpreting, organizing, executing, and coordinating project assignments.

Water Use Compliance Analyst responsibilities include, but are not limited to: performing compliance reviews/analysis for assigned permits, conducting field (onsite) visits as needed, providing assistance and training regarding permit compliance requirements and how to gather and submit data/reports, building and fostering close working relationships with District staff and permittees, reviewing and analyzing withdrawal and monitoring data and technical reports, participating in collaborative efforts with other areas of the Water Use Bureau and District, attending meetings with internal staff, permittees, consultants, and the public, and providing input relative to areas of expertise.

The successful candidate will be expected to: demonstrate strong verbal/written communication, problem solving, and organizational and time management skills; communicate credibly with other professionals, attorneys, permittees, and others in the District’s water use regulatory program; apply proactive techniques to assure that assigned tasks are implemented and administered in accordance with established policies and procedures; ensure that all work product is of high quality; interact with staff and all stakeholders in a professional, unbiased, constructive and collaborative fashion; apply rules and regulatory requirements in a fair and consistent manner; and be self- motivated, detail oriented, highly organized, and be able to work under tight deadlines.

A high level of proficiency using computer software (Outlook, Excel, Word, and Adobe Acrobat) is required. Experience with the District’s regulatory water use and compliance databases (ePermitting, Oracle, Permitting Portal, RegGeo App) and business processes is preferred.

Depending on the nature and complexity of the work, tasks and assignments are performed under moderate to close supervision with specific instructions provided. Work products should be of high quality and work products are reviewed for technical accuracy and overall quality, as well as for application of sound professional judgment.

Scientist 3:
Bachelor's Degree in Natural or Physical Sciences and 2+ years of experience that demonstrates measurable career progression within scientific discipline that can be applied to support the District's strategic goals and objectives. Equivalent combination of relevant education and experience may be substituted as appropriate.

Scientist 2:
Bachelor's Degree in Natural or Physical Sciences and 1+ years of experience that demonstrates measurable career progression within scientific discipline that can be applied to support the District's strategic goals and objectives. Equivalent combination of relevant education and experience may be substituted as appropriate.

License(s) / Certification(s):
Valid State of Florida Driver's License required.

Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
