Background

The Inspection Panel was created in September 1993 by the Board of Executive Directors of the World Bank. It is an independent accountability mechanism for people and communities who believe they have been or will likely be adversely affected by a World Bank financed project.  The Panel carries out independent investigations of Bank-financed projects to determine whether the Bank is in compliance with its operational policies and procedures and reports related findings to the Board of Executive Directors. It is an impartial fact-finding body, independent from the World Bank Management.

On March 5, 2020, the Board of Executive Directors at the World Bank approved establishing the Accountability Mechanism (AM’). In January 2025, the Board approved changes to the structure and functions of the AM to operate with two parallel entities – the Inspection Panel and the Dispute Resolution Services – both independently reporting to the Board. 

The Research Analyst is a compliance position located within the Inspection Panel based in Washington DC.

Roles & Responsibility:

The main responsibilities of the successful candidate will be to analyze and process requests for inspection in line with the Panel resolution, act as the interface between the Inspection Panel and Requesters before and when an initial request for inspection is submitted, collect and analyze data to allow Panel Members to make informed decisions both during Requests for Inspection and through the various stages of the Inspection Panel process with regards to Panel cases (admission, registration, eligibility, investigation and post-investigation).

The work includes but is not limited to research on appraisal of Bank-supported Projects, related safeguard documents, supervision documents, and any other source of information pertinent to the analysis allowing Panel Members to make informed decisions concerning the Requests for Inspection.   

The successful candidate’s tasks include: 

• Participate as a member of a specific case team in the processing of casework (at eligibility and/or investigation stages), including researching documents, interviewing staff, drafting summary notes and reports, participating in mission travel.
• Liaising with appropriate contacts in the capitals of the constituency to organize and manage operational and case-related mission travel.
• Supporting in-taking, analyzing, and processing Requests for inspection in line with the Inspection Panel Resolution. 
• Liaising with Requesters or potential Requesters and their representatives to inform them of the Panel process and requirements for admissibility of Requests and guide them through the process of submitting a request for inspection if required.
• Conducting due diligence of Request and analyzing harm in relation to Bank-supported operations to ensure completeness of information before the Requests for Inspection’s admissibility is considered by the panel Members.
• Researching, drafting and presenting the admissibility analysis in a clear and comprehensive manner to the Panel Members and the team.
• Supporting the Panel in its communication and conducting research to support office activities and presentations. 
• Supporting case staff with case summaries for the website, newsletters, annual reporting, and social media in consultations with the Senior External Affairs Officer. 
• Assist in preparing high-quality briefing materials, presentations, and talking points for the Panel Members in their interactions with Board Members and Senior Management.

Selection Criteria

• Must have a Bachelors/Master’s degree (e.g. in Economics, Science, International Development or related discipline) and a minimum of 2 years of relevant experience. 
• Experience working in compliance specifically in relation to Environmental and Social issues with familiarity on the impact of these issues in the context of World Bank projects. 
• Proven ability to work with a range of stakeholders including Bank Management, Offices of the World Bank Executive Directors, civil society and local communities. 
• Skills and experience liaising with communities from diverse geographies including those from remote areas and ability to communicate to them in a culturally appropriate and understandable way. 
• Ability to conduct research, analyze, and propose solutions to support strategic goals. 
• Familiarity with the World Bank Operational Portal, financing instruments, policies and procedures. 
• Knowledge and understanding of the functions and operations of the WBG. 
• Highly skilled in information technology and digital platforms. 
• Strong written and oral communication skills. Additional language skills will be highly desirable. 
• Must have attention to detail and follow-through. 
• Strong team player with the ability to work independently and in a diverse team. 
• Ability to work effectively in a multicultural environment and strong interpersonal skills. 
• Ability to independently manage multiple assignments with minimal supervision, prioritizing and coordinating with team members under tight deadlines. 
• Willingness to accept personal ownership and accountability for meeting deadlines and achieving results. 
• Awareness of relevant internal and external factors and their impact on the constituency of countries. 
• Availability to travel when needed.
