About the Department

TriMet is seeking a Director of Security to lead our agency wide security strategy and help create a safe and welcoming transit environment for our riders, employees, and community. This is key leadership role overseeing security operations, threat management and fare enforcement innovation.

The Director provides strategic leadership over the Security Department by planning, directing, managing daily operations, and long term initiatives. This includes strategic oversight of budget, staffing, and the delivery of key operational security initiatives. As our Director of Security, you'll guide a dedicated team and manage partnerships with law enforcement, local government, and community groups. This role requires being onsite five (5) days per week.

Position Duties

  1. Designs, implements, and manages agency-wide security programs, functions, operations, and security policies and procedures for employees, customers, contractors, and property. Programs and operations include but not limited to, threat assessments, all-hazards emergency preparedness, response and recovery, continuity of operations, contracted police and security programs, research, planning, budgeting, development and implementation of system wide CCTV, access control, and code of conduct capabilities and enhancements.
  2. Conducts threat and vulnerability assessments, including but not limited to, Crime Prevention Through Environmental Design (CPTED) studies, risk analysis, and other studies from Federal Emergency Management Agency (FEMA) or Transportation Security Administration (TSA). Develops mitigation plans to address vulnerabilities; manages and evaluates all aspects of the agency's security program to ensure efficient compliance and execution.
  3. Develops a security plan to assess and mitigate security risks, to safeguard TriMet's operations and ensure safe and timely service.
  4. Ensures that police and security contracts are executed within established scope, schedule, and budget. Develops, negotiates and writes scopes of work for various security related contracts and Intergovernmental Agreements.
  5. Developing new and innovative strategies and direction of fare enforcement program, oversight of program operations, citations, exclusion and governance.
  6. Control, monitor, and approve budgets and operational forecasts for the department, including capital expenditures, labor resources, and materials and supplies (M&S); accountable for monitoring own department. Identifies opportunities for containing costs, and may be responsible for increasing revenue. Accountability for budget includes direct reports’ monitoring.
  7. Plans, directs, coordinates, and reviews, the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; reviews and evaluates work, engages team members by fostering a positive, productive work environment and serves as an effective coach to encourage learning and achieve a high level of performance. Manage the security training for TriMet employees, to include budgeting, new and existing contracts, and curriculum development and implementation of training.
  8. Serves as the Security Coordinator to the TSA and other internal and external stakeholder committees. Coordinates with legislative analyst. Monitors legislative bills for security and law enforcement. Coordinates with stakeholders and acts as subject matter expert for testimony.
  9. Responsible for security training and awareness for the entire agency, including both TriMet staff and contracted employees.
  10. Construction oversight and consultation related security enhancements, with project managers, consultants, and engineering construction staff, to incorporate design criteria and application of Crime Prevention Through Environmental Design (CPTED) principles.
  11. Development and oversee innovative alternative code enforcement programs designed to increase security presence and the public's perception of safety, including curriculum development and implementation of training.
  12. Research and develop alternative public safety and security solutions and strategies through the use of new and innovative technologies. E.G. real time incident reporting, A.I., strategic use of cameras, drone technology, etc

Minimum Qualifications

A minimum of a bachelor's degree is required, with a bachelor's degree in safety, criminal justice, emergency management, security, public administration, homeland security or risk management being preferred.

Eight (8) years of total credited experience.*

Eight (8) years of progressively responsible experience in law enforcement, safety, security, or emergency management are required.

Five (5) years of experience in development and implementation of strategic planning, business processes, training and exercises, and/or process improvement methodologies are required.

Three (3) years of supervisory and program management responsibilities in a medium to large organization are required.


Progressively responsible supervisory experience with line, para-professional, and professional staff is preferred.


Incident Command Systems (ICS) 100, 200, 300, 400, 700, 800 classes are required within three (3) years of employment. 


The following licenses/certificates are preferred within three (3) years of employment:
• Emergency Management
• PTSCTP Designation 
• Bus and Rail TSSP Designation

Possession of current/validClass "C" license issued by Oregon or Washington; ability to pass a driving record check meeting TriMet driving record standards. 


Or any equivalent combination of experience and training.*

The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range
Minimum: $141,996.00
Maximum: $212,993.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above.  For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
