IGS is currently recruiting for a remote Program Manager to support the Department of Veterans Affairs. 


Assignment of Work and Travel:

This is a remote access assignment. Candidates will work remotely daily and will remotely access VA systems and therein use approved VA provided communications systems. Travel is not required; however, the candidate may be required to attend onsite client meetings as requested.


Responsibilities and Duties (Included but not limited to):

  • Provides direct supervision for all employees and contractors under the portfolio of contracts
  • Manages multiple teams providing day-to-day management of contract support operations. 
  • Manages planning and production of deliverables, maintains technical and financial reports, organizes, and assigns responsibilities to subordinates, oversees the completion of all assigned tasks, and assumes the initiative to formulate and enforce work standards 
  • Assigns contractor schedules, reviews work discrepancies, supervises contractor personnel, and communicates all aspects of policy, purposes, and goals of the organization to subordinates. 
  • Responsible for the overall contract performance and IGS internal KPIs and provide program reviews and support audits
  • Develop and maintain project management plans, including work breakdown structures, performance metrics, activity schedules, staffing requirements, deliverable schedules, and milestone schedules. Will maintain schedules using project tracking tools as directed by the government 
  • Develop and manage project burn down reports
  • Coordinate, facilitate, and conduct meetings, create meeting agendas, create meeting minutes, and updates to the project management plans 
  • Provide monthly status reports to the PM and COR, describing project statuses, accomplishments, pending issues, and cost tracking
  • Analyze business requirements, conduct requirements elicitation and elaboration, determine level of effort, milestones, activities, and plans
  • Oversee the planning, execution, and governance of enterprise-level interoperability initiatives across VA, DoD, and community care partners
  • Provide strategic leadership for the VA’s Interoperability Program, aligning program objectives with EHR modernization goals and federal interoperability mandates
  • Coordinate and manage multiple interoperability projects, including those involving Cerner Millennium, VistA, and Health Information Exchange (HIE) platforms
  • Ensure compliance with federal standards such as FHIR, HL7, Direct Messaging, and TEFCA, as well as VA-specific interoperability policies and directives
  • Lead collaboration with stakeholders across VA OIT, VHA, DoD, HHS, eHealth Exchange, and external vendors to ensure data exchange readiness and alignment
  • Drive efforts supporting the Joint Health Information Exchange (JHIE) and other national interoperability networks for veteran data sharing
  • Identify, assess, and mitigate program-level risks related to data sharing, cybersecurity, patient identity resolution, and system compatibility
  • Champion the adoption of Agile and SAFe methodologies to support rapid delivery, scalability, and continuous improvement across interoperability efforts
  • Develop and deliver executive-level briefings, program status reports, and strategic recommendations to VA leadership and federal oversight bodies
  • Foster a culture of innovation, accountability, and cross-functional collaboration to advance VA’s mission of improving veteran health outcomes through seamless data interoperability

Requirements

  • Master’s Degree in Business Administration, Management, Engineering, Computer Science, or related field
  • 15+ years of experience in the field with experience managing  a portfolio of diverse IT projects of varying sizes
  • Strong knowledge of the full systems development life cycle (SDLC)
  • Expertise in enterprise-wide network engineering and strategic information planning
  • Skilled in business process reengineering, organizational structure, and management practices
  • Ability to identify, assess, and mitigate program risks
  • Thoroughly skilled in Jira to plan, track, and manage program activities, including sprint planning, backlog grooming, task assignment, and progress monitoring across multiple Agile teams
  • Capable of managing projects to meet cost, schedule, and performance goals
  • Understanding and experience with SAFe’s Lean-Agile principles and practices
  • Demonstrated ability to drive value, sustain organizational change, and support operational excellence
  • Experience leading and empowering high-performing Agile teams
  • Knowledge of Access, Excel, effective written and oral communication, presentation and facilitation skills at an executive level
  • Knowledge of SharePoint Online, Office 365, Power Apps, Power Automate and Power BI at an expert level as deemed necessary by role
  • Excellent analytical and organizational skills
  • Ability to obtain and maintain VA Public Trust 
  • Must be eligible to work in the United States without sponsorship due to clearance requirement  

Preferred Qualifications and Core Competencies:

  • Program Management Professional (PgMP)/Project Management Professional (PMP)
  • Certified Scrum Master (CSM)
  • SAFe certified 
  • Prior experience supporting the Department of Veterans Affairs or other government agency
  • Active VA Public Trust
  • Prior, successful experience working in a remote environment.

Compensation: There are a host of factors that can influence final salary, including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
