The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 11 universities, a comprehensive health science center, eight state agencies, and the RELLIS Campus. The Texas A&M University System mission is to provide education, conduct research, commercialize technology, offer training, and deliver services for the people of Texas and beyond. The George H.W. Bush Combat Development Complex (BCDC), part of the Texas A&M University System (TAMUS), invites applications for a full-time Director, ALIAS - Texas Project.
The Bush Combat Development Complex (BCDC) - located on the 2,300-acre RELLIS Campus in Bryan, TX - is an ecosystem for agile technology development and service-member-inspired research. The BCDC is the result of a partnership between the Department of Defense, Texas A&M University System, and the State of Texas. The $200 million complex is designed to bring together researchers from U.S. universities, the military, and the private sector for collaboration, demonstrations, and high-tech testing of initiatives to help accelerate military innovation for our nation’s defense. Job Description Summary:
The Director, under general direction, will oversee the ALIAS-Texas Project (teams of Al-enabled autonomous helicopters working as teams to support wild-land firefighting) that is responsible for managing the project activities including development of overall program plans and strategies; conducting and assessing highly complex date to support executive and engineering decisions; developing, implementing, tracking budgets; tracking timelines and deliverables; and providing periodic evaluations and reports for projects to deliver high quality and cost effective solutions in alignment with strategic goals and objectives activities associated with the Bush Combat Development Complex (BCDC).
Responsibilities:
- Manages and defines ALIAS-Texas Projects ensuring the mission, vision, and critical business requirements are met.
- Responsible for the design, building, operation and maintenance of a major flight research and test facility, to include multiple aviation platforms.
- Establish and execute project work plans, goals, objectives, measures, schedules, risk assessments and timelines.
- Identify and allocate appropriate resources to ensure the project is completed within committed time, scope and budget. Establishes strategic alignment and defines stakeholders. Applies current best practices in vendor selection, contract negotiation, and project life cycle.
- Manages project portfolios and resources in line with business strategies and in accordance with project management standards.
- Facilitates meetings and communicate with stakeholders, project team, and management to guide and provide updates on project activities.
- Manages project quality control and assurance. Review and update scopes and timelines if needed.
- Manage and monitor project funds. Approve project expenditures, monitor cash flow, and ensure that financial records are up to date. Prepare status reports and presentations. Meet budgetary objectives and make adjustments to project constraints based on financial analysis.
- Ensures that programs, activities, and services comply with University, State, and Federal regulations.
- Meets with partners, potential partners and other stakeholders to maximize effectiveness, efficiency of business opportunities.
- Review deliverables prepared. Enforce project standards to minimize exposure and risks. Ensure project decisions are documented and accountable. Resolve and escalate issues.
- Evaluates project against objectives and measures when complete.
- Performs other related duties as assigned.
Education and Experience:
- Bachelor’s degree or equivalent combination of education and experience.
- Ten years of related experience.
Knowledge, Skills and Abilities:
- Excellent communicator with experience interacting at senior executive levels via briefings, reports, and technical analyses.
- Experienced leader comfortable working with a variety of personnel (e.g., staff, faculty, staff engineers and scientists, administrators, military personnel, etc.)
- Demonstrated initiative and teamwork, to include the establishment of new teams.
- Frequent travel to coordinate aircraft design, Al development, and gather user insights and needs.
- Some work will occur outside of normal office hours due to testing or travel.
- Ability to multi-task and work cooperatively with others.
Preferred Qualifications:
- Significant experience in some combination of large program management, rotary wing aircraft operations, emergency management or combat operations, and inter-agency coordination.
- Significant experience in launching a new program, to include establishing strategic plans, staffing and facilities, and contracts.
- Advanced degree in Engineering, Data Sciences, or Program Management preferred.
- Significant experience in the implementation of Artificial Intelligence/Machine Learning for mission critical applications.
