Summary:
The U.S. Marine Corps Aviation Training Systems (ATS) is the overarching aviation training structure which integrates and coordinates policy, manpower, equipment, and fiscal requirements of post initial accession training for Marine Aviation officers and enlisted personnel. ATS was established to organize and coordinate efforts to develop a completely integrated training system across Marine Aviation which provides the Marine Air Ground Task Force (MAGTF) with combat ready units while managing training resource requirement and associated training costs.
Responsibilities:Essential Job Functions:
- Develop and maintain a U.S. Marine Corps aviation ordnance resource model that correctly identifies ordnance requirements for individual events, based upon a unit’s ability to attain and maintain core/mission skill proficiency at a T-2 level of readiness.
- Develop and maintain, in line with the Naval Aviation Enterprise (NAE), cockpit charts for use at the General Officer level, that display current year Non-Combat Expenditure Allocation (NCEA) execution, historical expenditures, and stated requirements versus execution.
- Provide USMC aviation ordnance subject matter expertise to uniformed personnel during the development and update of Training and Readiness (T&R) manuals for all Type/Model/Series aircraft in the USMC inventory.
- Advise the USMC customer in the development of plans and milestones for the analysis of resource requirements and development of Core Competency Resource Models (CCRM) for tactical and operational aviation assets.
- Provide the development, update, and distribute all USMC Aviation Ordnance CCRM related products to include NCEA ordnance, ranges, and target requirements modules.
- Work in concert with uniformed and government service personnel to ensure that the CCRM technical content being developed is accurate, current and approved.
- Provide liaison to outside logistical support agencies such as NAVSUP, Fleet Weapons Support Teams and aircraft or weapons Program Management Activities and the Commander, Naval Air Forces as may be required to represent USMC Interests.
- Provide briefings to Aviation Ordnance Officer Basic Course as required.
- Recommend and facilitate quality improvement efforts.
- Manage daily tasking and priorities, participate in scheduled team meetings, and assesses requirements for software and database development needs. Report activity weekly and monthly.
- Travel as required.
Necessary Skills and Knowledge:
- Working knowledge of standard load and ordnance requirements (primary and alternate) for all Marine Corps Aviation F/W and R/W platforms.
- In-depth understanding of weapons budget requirements through participation in the Non-Nuclear Ordnance Requirements (NNOR) process.
- In-depth familiarity with Ordnance Information System (OIS) Strong written and oral communication skills.
- Strong organizational and time management skills.
- Familiarity with USMC Aviation Training and Readiness Programs and Policy.
- Familiarity with the Marine-Sierra Hotel Aviation Readiness Program Past assignments within Headquarters Marine Corps Department of Aviation or the Aviation Standards Branch of the USMC Training and Education Command.
- Working knowledge of the following: Marine Corps operational concepts, doctrine, and organization, Marine Corps Operational Readiness Policy and Reporting Constructs Marine Corps Aviation Plans and Policies Marine Corps Flight Hour Program.
- Strong Microsoft Office skills, specifically MS Excel.
Minimum Qualifications:
- Bachelor’s degree; or equivalent aviation ordnance qualifications and experience.
- Minimum 10+ years experience in USMC Aviation Ordnance and Logistics at the Squadron and Marine Air Group Levels.
- Minimum 10+ years in development and management of USMC Aviation Ordnance requirements and Ordnance systems.
- Minimum 10+ years in equivalent aviation ordnance qualifications and experience.
- SECRET Security Clearance; Top Secret Eligible.
Preferred Qualifications:
- Experience in USMC Aviation Ordnance and Logistics at the MAW and MARFOR Levels.
