Job Summary
Performs technical and administrative work in the review and inspection of school roof replacement and construction projects. Reviews roof replacement drawings and specifications for compliance with the school roofing design guidelines and code compliance. Assists in gathering data for the development of construction estimates and roof replacement projects. Assists district staff in managing school roofing projects, to include coordinating with architects, engineers and contractors, performing job inspections and writing field inspection reports. Assists in the operation and maintenance of computerized data base systems. This entrance level class is a stand-alone class.
Essential Functions
1. Conducts periodic inspections of existing district facilities, including roofs, to determine priority for repair and/or replacement of various building components.
2. Reviews roof leak reports from schools and coordinates corrective action with appropriate parties. Reads blueprints of roofing systems and flashing details and makes sketches of areas needing repair.
3. Inspects work by school repair contractors for quality and conformance with contract requirements, scope of work, plans, specifications, schedules, and district policies. Conducts final physical inspections to ascertain work is completed in accordance with the contract.
4. Reviews facility maintenance contracts for the purpose of gaining knowledge of what is required for contract compliance.
5. Determines project status and estimates projected cost overruns and completion dates. Researches and makes recommendations for adjustments to contracts and bids.
6. Serves as liaison between the Facilities Maintenance Department and the contractor and notifies the appropriate administrator of any issues of non-compliance.
7.Uses specifications, drawings, measuring devices and other items to determine requirements and adherence to standards.
8. Prepares and maintains correspondence, reports and inspection records.
9. Prepares and submits appropriate paperwork for payment to contractors.
10. Assists in maintaining a school database file of each school’s roof replacement and repair history, including filing of architectural plans and specifications for roof replacement projects.
11. Performs other duties as assigned.
Probation: Six (6) months
Open Requirements: Four (4) years of experience in the administration, enforcement, and/or inspection of roofing installation/replacement projects. Related work in scheduling and supervising facility maintenance functions, estimating and projecting work requirements, or developing bid specifications for such work may substitute for the required experience for up to three (3) years of the required experience. Must be able to read, write and speak English.

Licensing: A valid Florida Driver's License is required prior to appointment and must be maintained during employment in this class.
Knowledge, Skills and Abilities
- Working knowledge of commercial/institutional type of building construction with special emphasis on roofing
- Knowledge of modern roofing and commercial/institutional construction methods, materials and techniques
- Strong oral, written, and interpersonal communication skills
- Strong word processing, spreadsheet, and database software skills
- Strong addition, subtraction, multiplication, and division skills

- Ability to research and understand applicable safety and code requirements
- Ability to read, understand and apply Florida Department of Education and other governmental regulations that apply to building construction for the Duval County School System
- Ability to inspect construction sites which will include multistory facilities and roofs
- Ability to work independently with limited direction
- Ability to give clear and detailed instructions to contractors and workmen
- Ability to read, comprehend and apply the provisions of facility maintenance service contracts
- Ability to inspect contract work with regard to facility maintenance service contracts and report findings
- Ability to monitor and evaluate work performance in accordance with the scope, time, and cost projections for projects
- Ability to operate measuring devices and other equipment and tools used to inspect projects
- Ability to establish and maintain effective working relationships.
