The Full Cycle Recruiter (FCR) serves as a contact and resource for Human Resources and plays an integral role in the organization’s growth by understanding the needs of hiring managers and sourcing the best talent to fill open positions. This position is responsible for leading the staffing efforts of UNLV Health and building a strong workforce that adds to the organization’s success. Through effective monitoring of trends, the FCR will proactively search for the best candidates for openings with UNLV Health. This position focuses on positive solutions to support leadership and employees of UNLV Health. This position has a high level of access to personal and professional data regarding the individual employees and their families, and must comply with all federal and state regulations, including the Health Insurance Portability and Accountability Act (HIPAA), to keep the data secure and private.

MAJOR RESPONSIBILITIES

  • Partners with the hiring manager and finance department to determine staffing needs, budget and position status. Coordinates with the hiring manager(s) to determine the best recruiting process for position(s). Follow up with the candidates and hiring managers to obtain feedback regarding the recruiting process. Works with hiring managers to ensure compliance with all federal/state laws and regulations.
  • Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to identify and attract quality candidates. Develops advertising programs (internal and external) to ensure high visibility with potential candidates. Implement innovative methods to source and attract candidates.
  • Delivers verbal and written employment offers for both exempt and nonexempt position openings. Communicates important employment information during delivery of employment offers (e.g., benefits, compensation, non-compete agreements). 
  • Screens resumes, and phone screens applicants. Conducts reference checking, including employment verifications as needed. Coordinates background checks.
  • Develops and maintains an excellent relationship with internal and external clients to ensure achievement of staffing goals. Acts as liaison with area employment agencies and local technical schools and universities.
  • Maintains employee information in HRIS (coordinates input, audits for accuracy of record data and status changes, maintains data integrity, inputs new employee information into system).
  • Creates, organizes, and updates files and records utilizing database and spreadsheet software, other online applications, and manual systems. Monitors and updates recruitment spreadsheet(s) as changes occur. Completes weekly status report on recruitment activity.
  • Partners with other recruiters and support staff. Supports the HR Business Partner(s). 
  • Assists with on boarding of new hires. Plans, prepares and conducts new hire orientation.
  • Manages internal transfer process, including screening, transfer offer letters, etc.
  • Functions effectively in a Matrix Management environment.
  • Completes any duties and special assignments as requested.

EXPERIENCE, EDUCATION, AND CERTIFICATIONS

  • High School Diploma or GED equivalency required.
  • Bachelor’s Degree in Human Resources, Business Administration, and/or related preferred.
  • Society of Human Resource Management (SHRM) or Professional in Human Resources (PHR) Certification preferred.
  • Current Driver’s License required.
  • Recruitment and healthcare experience preferred.

KNOWLEDGE, SKILLS, ABILITIES AND QUALIFICATIONS

  • Knowledge of state and federal labor laws, immigration laws and regulations relative to recruitment of staff positions.
  • Advanced proficiency in the use of a personal computer and current software applications including but not limited to Microsoft Office Suite (Word, Excel, Access and email).
  • Previous experience utilizing behavioral based interview tools preferred.
  • Excellent interpersonal/communication skills with the ability to develop relationships with peers, applicants, hiring managers and vendors.
  • Demonstrated success implementing innovative methods to source and attract candidates.
  • Ability to meet deadlines and targets.
  • Advanced proficiency with automated applicant tracking systems, social media recruitment tools, and HRIS systems.
  • Excellent follow up skills.
  • Well organized, detail oriented and confident personality.
  • Skilled in promoting diversity and equality.
  • Ability to work under pressure.
  • Ability to motivate and mentor supervisors and managers.
  • Team oriented
  • Ability to maintain confidentiality at all times.
  • Adapts easily to frequent changes in workload, adjusting priorities quickly as circumstances and business needs dictate.
  • Ability to travel between clinic locations as needed.

PHYSICAL REQUIREMENTS

  • May include standing, sitting, and/or walking for extended periods.

  • May include lifting up to 25 pounds.
