This is supervisory, professional principal work, where incumbents play a crucial part in various assignments focused on (1) community liaison, development, and advocacy, or (2) the provision of social services to designated client populations, including youth, senior citizens, and individuals engaged in community action, housing development, and health initiatives. While incumbents may supervise subordinates, they are also expected to assume leadership roles and drive initiatives effectively. The complexity inherent in major community development assignments necessitates the exercise of independent judgment, decisive action, and initiative. Extensive public interaction is a key component of this role, as incumbents engage in a wide range of activities to ensure compliance with local, state, and federal regulations.The work is conducted under the general supervision of a higher-level position. Performance is assessed through regular meetings, comprehensive reports, and the overall contribution to the assigned program. This position represents a valuable opportunity to effect positive change within the community while advancing one's professional expertise.
About the Agency
The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.Position Duties
- Executes complex and transformative community development initiatives within a pivotal program or division, playing a vital role in supporting high-level officials.
- Envisions and strategically coordinates substantial community development projects, guiding them from their conceptual beginnings through to successful completion, all while ensuring unwavering compliance with local, state, and federal regulations.
- Leads and inspires a dedicated team of professional and paraprofessional personnel in the meticulous collection and insightful analysis of socio-economic data and other relevant information, fostering informed decision-making.
- Engages actively in the creation of detailed budgets for assigned programs or projects, ensuring that resources are allocated efficiently and effectively to maximize community impact.
- Crafts applications for housing and similar programs managed by the county, facilitating initiatives that promote community growth and accessibility.
- Coordinates the thorough preparation of comprehensive reports requested by senior authorities, providing crucial support for specific programs and projects, and articulating insights that drive action.
- Conducts thorough reviews of existing rules and regulations, collaborating closely with staff to ensure compliance with established standards, and proactively recommending meaningful adjustments to enhance effectiveness.
- Develops and maintains dynamic preventive maintenance, energy conservation, and security programs that strengthen community infrastructure and resilience.
- Contributes to the design and implementation of efficient financial accounting and management systems, ensuring fiscal integrity and accountability.
- Represents the department or division with professionalism and credibility at meetings, passionately advocating for the needs and aspirations of the community.
- Utilizes skillfully advanced automated equipment as required, ensuring the efficient execution of assigned responsibilities.
- Embraces additional tasks that fall within the broader scope of duties associated with the role, demonstrating flexibility, commitment, and a relentless pursuit of excellence in service to the community.
Minimum Qualifications
- Master's degree in business or public administration, social services, sociology, psychology, or other related field(s)
- Three (3) years of progressively responsible professional technical, analytical and developmental work experience
- One (1) year in a lead/supervisory role
