About the Department
Brunswick County Emergency Manager is currently accepting applications for an Emergency Management Recovery Planner to join our team. The Emergency Management Recovery Planner will play a pivotal role in coordinating and enhancing the efficiency of our emergency response efforts by performing high level planning actions in the development, coordination, and maintenance of emergency and administrative plans related to Brunswick County recovery actions before, during, and after a significant incident or event. The scope and effect of the work are substantial as they involve technical oversight of programs that affect the health, safety, and welfare of County residents relative to the assigned program. This position is responsible for ensuring that all relevant recovery plans are current and in compliance with professional principles and practices, applicable laws, regulations, and established policies and procedures.
Work involves: developing recovery plans; reviewing and analyzing existing recovery plans and making recommendations to enhance safety, efficiency, and/or effectiveness of the plans; building strong relationships and collaborating with internal and external stakeholders; promoting public awareness; developing and coordinating plans, training, and exercises; contributing to collaborative planning efforts in Hazard Mitigation Planning, Continuity of Operations Planning (COOP), and other planning tasks as assigned; and assisting with operations and management of the Emergency Operations Center (EOC) during incidents. This position reports directly to the Deputy Director of Emergency Management.
Minimum Qualifications
Bachelor’s degree in emergency management or closely related discipline AND five (5) years of progressively responsible experience in Emergency Management field; OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Demonstrated understanding of local, state and federal laws and regulations regarding emergency services, disaster response, recovery and mitigation is required. Extensive knowledge of planning, development, implementation and assessment of emergency management programs and response strategies relative to both natural and manmade disasters is also required.
- Valid North Carolina or South Carolina Driver's License required.
- ICS 100, ICS 200, ICS 300, ICS 700, and ICS 800
- CPR Certification.
- All-Hazards Planning Section Chief within 1 year.
- Radiological Response Core Concepts within 1 year.
- North Carolina Division of Emergency Management Associate Emergency Manager or International Association of Emergency Managers Certified Emergency Manager Certification required within 2 years.
- North Carolina First Responder certification within 2 years.
Physical Requirements
Must be physically able to operate a variety of machinery and equipment including various firefighting and emergency response equipment, audio-visual equipment, and common office equipment, etc. Must be able to exert up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or an amount of force to move objects. Must be physically able to stoop, kneel, bend, crouch, crawl and climb. Light work usually requires walking or standing to a significant degree. The job is rated as Light to Moderate Work.
