Job Summary

The OSP Engineering Manager is responsible for overseeing the design and execution of outside plant (OSP) work orders, engineering work authorization packages, and projects involving collocation and special networks. This role includes detailed project planning, forecasting, tracking, and reporting. The ideal candidate will be proficient in systems management, engineering, billing processes, and network turn-up operations.

Responsibilities

Responsibilities and essential job functions include but are not limited to the following:

  • Establish and maintain standards and policies for fiber optics installation, modification, testing, inspection, and maintenance in accordance with engineering principles and safety regulations.

  • Oversee project planning, including timelines, budgets, staffing, and scheduling.

  • Approve project specifications, schedules, and design changes.
    Analyze product designs, customer requirements, and performance standards; authorize technical studies.

  • Ensure all necessary permissions and permits are secured and valid.

  • Assess project feasibility, forecast costs and resource requirements.

  • Develop and implement procedures and systems to optimize operational efficiency.

  • Monitor and control budgets; approve expenditures, analyze variances, and initiate corrective actions.

  • Select, train, and manage staff; delegate tasks and monitor performance through development plans.

  • Collaborate cross-functionally and contribute to departmental and company-wide goals.

  • Perform other duties and/or contribute to various projects working with minimal supervision, including helping other departments and team members, as directed by supervisor or department head to meet company and departmental goals.

    Proficiency in Microsoft Office Suite (Outlook, Word, Excel, Project).

  • Exceptional customer service and ability to explain technical concepts clearly.

  • Experience working in high-availability network environments with strict SLAs.
  • Ability to plan strategically and work effectively across teams and organizational levels.
  • Professional demeanor and proactive approach to mentoring and knowledge sharing.
  • Flexibility to work holidays, weekends, and overnight shifts as needed for field visits.
  • Proficiency in AutoCAD (required); familiarity with SpatialNet (preferred).
    Experience in aerial and underground plant design.
  • Advanced knowledge of copper, fiber, and substructure design.
    Expertise in OSP installation and construction.
  • Familiarity with telephony, easements, staking, and industry standards.
  • Understanding of local, city, state, and federal regulations, including permitting and right-of-way laws.
  • Proven ability to manage multiple high-priority projects with shifting deadlines.

Working Conditions

  • Outdoor work in varying weather conditions (heat, cold, inclement weather).
    Safe operation of company vehicle in diverse traffic and weather conditions, including nighttime driving.
  • Fieldwork includes accessing manholes, hand holes, and construction areas; may involve confined spaces and elevated work.
  • Physical requirements include standing/walking for extended periods, lifting up to 50 lbs (or more with tools), and overhead reaching.
  • Occasional indoor office work with prolonged sitting.
  • Flexible schedule required, including holidays, weekends, and overnight work for field visits.

Other Requirements

  • Bachelor’s degree in a related field preferred.
  • Minimum 7 years of experience as an OSP Engineer or equivalent leadership experience.
  • Minimum 5 years of experience in telecommunications.
  • Minimum 5 years of experience with AutoCAD; SpatialNet familiarity preferred.
  • Must pass a criminal background check and drug screening.
  • Valid driver’s license with a satisfactory driving record.
