The Prince George's County Housing Authority is currently seeking qualified applicants to fill a Public Housing Recertification/Waitlist Specialist (Community Development Assistant 3A) grade A17 position, in the Public Housing & Asset Management Unit.

About the Position 

This position represents a senior-level role for a paraprofessional engaged in community development initiatives. The incumbent will undertake a variety of assignments that assist professional staff in critical areas, including community liaison, development, advocacy, and the provision of social services to diverse client populations, such as youth, the elderly, and individuals involved in community action, housing development, and health services. Work will be performed under the general supervision of a Community Developer or a designated supervisory figure. Evaluation of work performance will be based on the effectiveness with which projects are executed in relation to the strategic goals and objectives of the organization or program.

About the Agency

The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.

Position Duties


Conducts thorough fact-finding and assessments to determine client eligibility and specific needs.  

Schedules and facilitates interviews for the annual re-examination of income, carefully evaluating the necessity for interim rent adjustments.  

Collaborates with the supervisor to implement guidelines and programs effectively, providing strategic leadership and supervision to foster grandparents and community development assistants.  

Administers public housing sites in strict compliance with established policies and procedures, while diligently overseeing comprehensive administrative site budget planning. Represents the department or agency at various meetings, articulating program objectives and updates related to the assigned initiatives.  

Establishes and meticulously maintains detailed case files and records for efficient retrieval.  

Compiles and analyzes statistical data, ensuring record accuracy and retrievability while preparing insightful programmatic reports.  

Operates automated equipment proficiently as part of fulfilling assigned duties and responsibilities.  

Demonstrates a willingness to undertake a variety of tasks and responsibilities that may not be explicitly listed within the class specification or position description, as long as they align with the general occupational category and responsibility levels pertinent to the employee’s role. 

Minimum Qualifications


  • Graduation from high school, supplemented by college level work in business, psychology or sociology
  • One (1) year of progressively responsible experience in community development field such as housing and leasing
Any equivalent combination of relevant training, education and experience may also be considered. 

Preferred Qualifications:

Education and/or Experience:  

  • Experience working in an affordable housing provider, PHA, and/or management company preferred.  

  • Must be highly skilled in MS Office (Particularly Excel, Word, and Outlook).  

  • Proficiency in Yardi is preferred. Certificates, Licenses & Registrations:

  • Ability to conduct research, coordinate multiple projects, solve problems, prepare/update supporting documentation and maintain records.  

  • Ability to work under pressure and successfully meet deadlines.  

  • Must have excellent decision-making, interpersonal and time management skills.  

  • Ability to handle shifting and multiple priorities in a fast paced, environment.  

  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.  

  • Excellent communication skills, written and oral.  

  • Ability to work collaboratively with different levels of management and government agencies.  

  • Must be able and willing to travel to all HAPGC site locations to carry out duties and responsibilities associated with compliance and occupancy issues.  

  • Ability to interact with individuals of diverse economic, social, and ethnic backgrounds.  

  • Ability to work harmoniously in a multi-cultural team.

  • Ability to transport documents and files from one location to another.

Conditions of Employment:  Upon selection, the candidate must:


  • Provide current or obtain Certified Occupancy Specialist (COS) and Tax Credit Specialist (TCS), or attainment of such within one year of hire.  
  • Obtain Public Housing Manager (PHM) Certification or attainment within one year of hire. 
  • Meet all training and performance standards and demonstrate proficiency as required by the agency. 
  • Possess a Valid Driver’s License. 
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
