Reporting to the General Counsel/Chief Operating Officer, you’ll ensure our organization meets its regulatory, grant, and operational responsibilities as we scale our services to build energy resiliency across Texas and beyond. You will support the creation of internal systems and practices that reflect the highest standards in quality assurance, procurement oversight, and federal grant compliance — safeguarding both our funding eligibility and the public trust we've earned.
Success in this role requires expertise in federal grant compliance (e.g., 2 CFR 200), procurement oversight, and lending regulations—particularly within the context of community development, clean energy, or green bank operations. You'll collaborate across finance and program teams to build crystal-clear policies, strengthen internal controls, and deliver reporting that drives organizational accountability and continuous improvement.

In this role, you’ll primarily be responsible for
Federal Grant & Programmatic Compliance
- Monitor compliance with applicable federal regulations (2 CFR 200, EPA requirements, etc.) across CEFTX’s programs.
- Conduct periodic internal audits to ensure CEFTX’s policies and practices align with federal requirements and coordinate risk mitigation strategies.
- Track reporting deadlines, documentation requirements, and risk mitigation protocols.
- Assist in developing, updating, and maintaining compliance policies and SOPs that reflect current federal grant and regulatory requirements.
- Create training programs and resources to help staff understand and apply federal compliance standards
- Assist with reporting and documentation for semi-annual, transaction-level, and quality assurance deliverables.
- Collaborate with program and finance teams to support audit readiness and federal funding oversight.
Procurement & Contract Compliance
- Oversee adherence to CEFTX’s procurement policy, including simplified competitive processes, sole source justifications, and documentation standards.
- Ensure all procurement procedures align with federal and state requirements (e.g., 2 CFR 200.317–.327).
- Conduct procurement audits, review bid documentation, and validate contract approvals.
- Advise staff on compliance requirements for vendor selection, conflict of interest, and cost reasonableness.
- Monitor and review contractual obligations to funders, contractors, and lenders to ensure compliance.
- Conduct compliance reviews of partner deliverables and performance.
- Participate in contract reviews and risk assessments for new partnerships or funding streams.
Lending Compliance
- Ensure CEFTX’s consumer and commercial loan programs comply with applicable lending laws and regulations.
- Collaborate with legal, finance, and servicing partners to review policies, disclosures, and operational procedures.
- Support development and enforcement of loan origination, underwriting, and servicing standards in collaboration with external servicers and partners.
- Assist in maintaining Texas Regulated Lender status and compliance with third-party agreements.
Internal Controls & Operational Risk
- Conduct regular internal audits and risk assessments to identify gaps and operational inconsistencies.
- Work cross-functionally to document and report noncompliance issues, recommend corrective actions, and track resolution progress.
- Prepare reports and dashboards for executive leadership and the board on compliance performance.
- Support readiness for federal audits, monitoring visits, and funder inquiries.
- Maintain and organize compliance documentation across systems.
Core Qualifications
- 5+ years of experience in a compliance role involving federal grants, procurement, or lending
- Working knowledge of federal grant compliance (esp. 2 CFR 200), government procurement processes, and consumer/commercial lending regulations
- Experience conducting internal audits, risk assessments, or compliance reviews
- Effective communication and interpersonal skills; able to translate complex regulations into clear, accessible guidance for staff and partners
- Strong organizational skills and ability to manage multiple projects with precision and follow-through
- Passion for clean energy and a commitment to advancing sustainability and environmental stewardship
Preferred Qualifications
- Master’s or JD
- Experience with EPA’s Greenhouse Gas Reduction Fund (GGRF), Solar for All, or HUD/DOE grant programs
- Background in green banking, CDFIs, energy finance, or environmental justice programs.
- Familiarity with compliance tracking tools or contract management platforms (e.g., Monday.com, SharePoint, procurement workflow systems)
What we offer
The expected annual salary range for this position is $120,000-$140,000, commensurate with qualifications and location. We offer competitive benefits, including 100% comprehensive health care coverage for employees (medical, dental, and vision), at least 75% employer contribution toward health care coverage for dependents; work-from-home reimbursements (internet, phone, office set up), up to 3% employer match to 401K, 14 paid holidays plus 3 weeks of vacation, 5 sick days, and paid parental and caregiver leaves.
This role is a remote opportunity with a strong preference for candidates based in Texas.
