About the Department


The City of Durango is looking for a dedicated environmental professional to assist the Stormwater Program Manager in implementing the City’s Municipal Separate Storm Sewer System (MS4) permit requirements. As the Stormwater & Environmental Technician, you will play an important role in improving water quality and protecting Junction Creek, Lightner Creek, and the Animas River from pollutants found in urban stormwater runoff. 

Your daily activities will offer a balance of in-office and on-site work. In the office, you will review stormwater plans, issue and document permits, and complete inspection reports. In the field, you’ll conduct construction, post-construction, and illicit discharge investigations and inspections. Additionally, you will perform annual inspections of municipal facilities, monitor water quality, respond to flood events, and address drainage concerns.

This role also involves public education and outreach to promote awareness of stormwater management and the City’s stormwater quality program.

Position Duties

What You’ll Do in This Role: 

  • Review, inspect, and enforce compliance with the Stormwater Management Program (SWMP) plans as required by the U.S. Environmental Protection Agency (EPA) through the State of Colorado's Municipal Separate Stormwater System (MS4) program and Colorado Discharge Permit System (CDPS) Permit requirements.
  • Participate in routine construction inspections to ensure compliance with stormwater regulations, including taking enforcement actions when necessary.
  • Assist in training City staff and developers on proper stormwater management to comply with the stormwater program and MS4 requirements.
  • Provide public education and outreach on stormwater quality and pollution prevention.
  • Review plans submitted by developers and periodically review drainage reports and plans.

Minimum Qualifications

You Have:

  • Bachelor’s degree with coursework in civil or environmental engineering, or an associate’s degree combined with experience in construction engineering, construction management, environmental sciences, water quality, watershed management, or a related field.
  • Two years of municipal engineering experience, or equivalent education and experience providing the necessary knowledge, skills, and abilities for the role.
  • Stormwater Management Plan (SWMP) Administrator certification preferred, or the ability to obtain certification within one year of employment.
  • Knowledge of environmental sciences and/or engineering principles, practices, and methods.
  • Familiarity with relevant laws, standards and regulations relating to construction, inspection, and stormwater quality.
  • Experience in public education and outreach, with strong communication skills to inform the public about stormwater quality and pollution prevention.
  • Experience with environmental regulatory compliance preferred.
  • Skill in operating modern office and engineering equipment, such as Lucity, OpenGov, Bluebeam and Adobe.
