About the Department

Purpose of Job
Perform complex, highly technical work under minimal supervision implementing, managing, and supporting all IT products and services used across the City of Springfield departments. 
 Essential Job Duties

  1. Plan, direct, and coordinate the development, implementation, and operation of citywide information systems, network, and technology solutions.
  2. Maintain IT systems including servers, telecom and data switches, firewalls, wireless access points, PCs, tablets, and networked printers.
  3. Coordinate, manage, and monitor the security of the IT infrastructure by addressing both external threats and internal vulnerabilities, while ensuring compliance with applicable cybersecurity frameworks and regulatory standards relevant to municipal government operations (e.g., NIST, CJIS, or other state-mandated requirements).
  4. Develop and recommend IT policies, procedures, and standards to support secure and efficient operations. 
  5. Source, procure, build, install, and document IT hardware and software; assist in lifecycle planning and replacement.
  6. Provide technical support and Help Desk services support to city personnel regarding IT needs.
  7. Prepare and recommend the department’s annual operating budget, including a supporting narrative.
  8. Implement and support cloud-based services and platforms (e.g., Azure, Microsoft 365 Admin Center, cloud backups, and remote access tools).
  9. Coordinate with department heads to evaluate and implement technology solutions that improve operational efficiency and service delivery.
  10. Oversee the administration, configuration, security, and performance of the organization's VoIP phone systems, including user support, call routing, and uptime monitoring, to ensure reliable communication services and seamless integration with the overall IT infrastructure.
  11. Assist with IT-related components of grant applications or public funding programs, including documentation of system needs and cost estimates.
Other Job Duties
  1. Serve as administrator of city-wide anti-virus and security applications.
  2. Serve as an administrator of city website services and provide first-line support for content owners. 
  3. Manage vendor relationships and service agreements as assigned. 
  4. Administer the city email tenant, including mailbox provisioning and maintenance.
  5. Manage and implement IT backup and disaster recovery procedures.
  6. Support digital transformation initiatives such as paperless processes, workflow automation, and remote work infrastructure.
  7. Administer mobile device management (MDM) systems and support mobile workforce needs.
  8. Maintain IT asset inventory and ensure proper documentation of all hardware, software, and licenses.
  9. Perform other related work as required.

Equipment Operated
  1. Hardware including but not limited to desktop PCs, laptops, servers, tablets, smartphones.
  2. Audio/Visual equipment including but not limited to cameras, microphones, sound systems, cctv, projectors, etc. and associated software.
  3. Telecommunications equipment including but not limited to phone systems, public access channel systems, etc. 
  4. Tools required for installation and maintenance of IT equipment. 
  5. An automobile and/or truck.
Key Competencies Required
  1. Knowledge of IT hardware systems, software platforms, networking, and cybersecurity principles.
  2. Knowledge of Microsoft Office 365, Windows operating systems (10, 11), and server environments (WIN2012r2, WIN2016r2, WIN2019, WIN2022, RedHat).
  3. Knowledge of ERP infrastructure and enterprise software relationships.
  4. Knowledge of website, domain server, and email tenant administration.
  5. Knowledge of social media platforms such as Facebook and Twitter, and how they relate to city communications. 
  6. Knowledge of cybersecurity compliance frameworks (e.g., CJIS, NIST) applicable to municipal environments.
  7. Ability to troubleshoot and resolve complex technical issues independently. 
  8. Ability to work effectively with other city departments to identify and implement technology solutions.
  9. Ability to manage IT asset inventories and lifecycle planning for all IT devices citywide, including phones, tablets, and network hardware.
  10. Ability to clearly communicate technical concepts to non-technical audiences, both verbally and in writing.
  11. Ability to prioritize and manage multiple projects while responding to urgent IT needs.
  12. Ability to operate and support remote monitoring tools, mobile device management systems, and audiovisual equipment.
Physical Demands and Work Environment
  1. May be required to sit, stoop, climb, walk, bend, and lift equipment up to 50 lbs.   
  2. Work primarily occurs in an office setting but may include other environments for support or installations.
  3. Must be available to respond to IT emergencies after hours.
Qualifications
Education and Experience:   Bachelor’s degree in Information Technology, Computer Science, or a related field and at least five years of relevant experience is required; or an associate degree and six years of experience; or a master’s degree and one year of experience; or any equivalent combination of education and experience that provides the required knowledge and abilities.
Required Certifications/Licenses: Certifications in Cisco, CompTIA, Microsoft preferred but not required. Must obtain Criminal Justice Information Systems (CJIS) compliance certification within six months of employment. 

Must possess a valid Class D driver license issued by the State of Tennessee.  Must pass a physical examination based on the essential functions of the job given by the city’s designated physician.
