Minimum Qualifications
Purpose of Position
Under limited supervision, this position is responsible for overseeing the maintenance and operations of assigned parks and recreational facilities to ensure they are safe, clean, and compliant with all applicable regulations and standards. The incumbent ensures facilities are ready for public use, performing and supervising general maintenance and upkeep of buildings, grounds, and structures. This role requires adherence to internal policies and external legal requirements and may include after-hours on-call duties, emergency responses, or standby shifts as needed. This is a full-time position that reports directly to the Parks and Recreation Division Manager or their designee.
Essential Job Functions
The following duties are illustrative of the various types of work that may be performed. This list is not exhaustive and employees may perform other related duties as assigned.
- Inspect city parks and facilities for safety hazards; promptly mitigate potential dangers and perform maintenance or repairs as needed.
- Maintain and repair park equipment, benches, picnic tables, trash receptacles, grills, and other amenities.
- Perform general groundskeeping such as mowing, edging, weeding, pruning, brush removal, and debris cleanup in
parks and rights-of-way.
- Apply herbicides and pesticides in compliance with regulations.
- Complete all work in accordance with safety procedures, regulations, and quality standards.
- Maintain tools, vehicles, and equipment such as dump trucks, mowers, tractors, sprayers, weed eaters, and trimmers.
- Participate in tree planting, pruning, watering, and removal as part of the City’s urban forestry program.
- Prepare daily work logs and reports as required.
- Assist other departments as needed and support setup, takedown, and general duties for City events and festivals.
- Operate within all established working, personnel, ethical, and safety policies and regulations.
Minimum Requirements
- High school diploma or GED from an accredited institution.
- Minimum of six months of experience in parks and recreation, maintenance, equipment operation, or a related field; or any equivalent combination of education and experience.
- Valid South Carolina driver’s license with a clean driving record.
Knowledge, Skills, and Abilities
Knowledge of:
- Safety codes, signage, traffic rerouting procedures, and relevant local/state regulations.
- City of Clinton policies, employee handbook, ordinances, and Parks & Recreation procedures.
- Maintenance practices, tools, and equipment for groundskeeping and general repair work.
- Safe operation and maintenance of motor vehicles and heavy equipment.
- OSHA regulations and proper safety procedures for all tasks.
- City street and park layouts and facility locations.
Skill in:
- Planning and prioritizing tasks to meet schedules and performance goals.
- Safe and efficient operation of hand tools, power tools, and equipment.
- Effective communication, both verbal and written.
- Delivering courteous and responsive customer service.
- Evaluating work performance and making improvements.

Physical Requirements
- Must be able to safely operate vehicles and equipment (tractors, backhoes, trucks, tools, etc.).
- Regularly required to lift, carry, push, or pull objects up to 50 pounds.
- Work involves bending, standing, walking, reaching, stooping, crouching, and other physical movement for extended periods.
- Frequently exposed to outdoor conditions, including extreme temperatures, rain, wind, dust, pollen, and other elements.
- Occasionally exposed to screen-based devices and electronic communication equipment.
- Position is physically strenuous and exceeds sedentary work demands.
Working Conditions
While some tasks may be performed in an indoor office environment, the majority of the work is conducted outdoors in a variety of environmental and climatic conditions. The position requires frequent physical activity and interaction with the public at various parks, recreational sites, and City-maintained facilities. Exposure to extreme temperatures, precipitation, humidity, and other weather elements is common.
Supervision Received
This position reports directly to the Parks and Recreation Division Manager or their designee. The incumbent is also expected to collaborate with other City personnel, including employees across departments, directors, and administrative staff, to fulfill the responsibilities and objectives of the role.
