POSITION SUMMARY:
The Emergency Management Specialist II (Administrative Analyst II), reporting to the Deputy Director of the Office of Emergency Management (OEM), is responsible for applying the principles and practices of emergency management to perform intermediate professional administrative work and program/project management, in such areas as: Alert Warning/Communications, Continuity, Finance, Contracts, Grants, Logistics, Mitigation and Resiliency, Operations Support Services, Outreach, Planning, Social Media and Internal Affairs, Software and Technology, Training and Exercise, and Corrective Actions. The Emergency Management Specialist II supervises and independently leads projects, project teams, and other related work.

The Emergency Management Specialist II position functions under "essential personnel/emergency employee" provisions. Employees are required to report to the EOC within 1 hour in emergency situations. Therefore, this position requires a flexible work schedule to attend community functions, work with allied organizations, and participate in active emergency operations.

The Emergency Management Specialist II will be required to serve as an "On-Call Emergency Manager" on a rotating schedule that will include nights and weekends following the successful completion of the various training and certification program specific to Office of Emergency Management and emergency management work.

STARTING SALARY HIRING RANGE:
$36.49 - $42.39
$75,903 - $88,180

CLASS DESCRIPTION:
Performs intermediate professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior.  Work includes administrative support of a functional program and professional level analysis and coordination of functional office programs and activities.

Position Duties

Include the following. Other related duties may be assigned.
  • Provides support and analysis in functional activities such as developing emergency plans; planning trainings and workshops; providing training and presentations; and collaborating with County, community, and regional partner agencies.  
  • Supervises and independently leads projects, project teams, groups and/or meetings.   
  • Independently develops solutions and examples; implements programs; develops policies and procedures; develops requests for proposals, memorandums of understanding, and other technical documents.
  • Analyzes and evaluates current trends and best practices to identify hazards, reduce vulnerability, and improve emergency response.
  • Serves in a staff role during Emergency Operations Center activations (EOC) or significant County events.
  • Participates in the evaluation, integration, and operation of emergency management support tools and applications. 
  • Develops, implements, monitors, and reports on projects to include those funded by grants. 
  • May manage logistics, technology support, and operations related to EOC posture as assigned.

SUPERVISORY RESPONSIBILITIES:
This position may require supervisory responsibilities.

Minimum Qualifications

Bachelor's degree and two (2) years relevant experience or an equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • Advanced academic degree in a related field. 
  • Experience in emergency management such as but not limited to planning, training and exercise, alert and warning communications, and/or program/project management.
  • Experience in local emergency management.
  • Any relevant professional certifications: Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), Lean Six Sigma (any level), Certified Floodplain Manager (CFM), Certified Climate Change Professional (CC-P), etc.

  • Employees in this classification are occasionally required to wear personal protective equipment such as hearing protection, hardhats, safety glasses and/or goggles, and respiratory protection and must complete required safety training.  As such, employees must be able to pass the medical evaluation required prior to respiratory protection fit testing.
  • The noise level in the work environment is sometimes moderate.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
  • Knowledge of emergency management such as but not limited to planning, training and exercise, grants/fiscal support, and/or program management.
  • Exemplary professional writing, communication (written and oral), and interpersonal skills.
  • Experience working with diverse stakeholders.
  • Experience managing programs and projects with minimal oversight.
  • Ability to lead/manage programs and supervise staff.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
  • Ability to write routine reports and correspondence. 
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to travel to and move around various sites independently to respond to and perform emergency management work, attend various meetings and events, and other related work.
