Mission/ Core purpose of the Job
Proactively address physical and operational threats targeting MTN’s network infrastructure
Response to the growing threat of organized crime, internal collusion, and infrastructure sabotage,
Reduction in incidents and losses by anticipating and preventing incidents more effectively through early warning indicators and active threat profiling

The telecommunications industry is increasingly facing complex security threats driven by global trends such as organized crime syndicates, cyber-physical convergence, and rising infrastructure sabotage in developing markets. Environmental factors such as energy in security and economic volatility have escalated the demand for strategic asset protection. Additionally, regulatory and compliance pressures across Africa are intensifying expectations for proactive risk management. Aligned with MTN’s Ambition 2025 strategy which emphasizes resilience, digital acceleration, and customer-centric operations require a critical need to evolve our security posture. The formation and deployment of a specialized Intelligence function is a direct response to these demands, ensuring MTN’s assets, people, and services are protected against emerging and persistent threats.

Intelligence Gathering & Analysis
Collect, evaluate, and analyse information related to criminal threats and vulnerabilities affecting MTN infrastructure.
- Weekly intelligence reports delivered - Minimum 2 validated intelligence leads/month- Accuracy and relevance of intel ≥ 90%
Threat Monitoring & Risk Profiling
Monitor real-time threats and create dynamic risk profiles by region, asset class, and syndicate behavior.
- Risk dashboards updated weekly
- Threat heatmaps covering 100% high
-risk zones- Actionable threat reports resulting in mitigation plans
Investigations Support Support and coordinate investigations into fuel, battery, and generator thefts in collaboration with internal and external stakeholders.
Conduct regional investigations and security operational support in the regions.
- Minimum 3 joint operations supported/quarter
- Evidence packages compiled for disciplinary or legal actions- Positive outcome rate ≥ 80% (recoveries, arrests, terminations)
Stakeholder Collaboration & Briefings
Coordinate with MTN Security, Operations, SAPS, and private partners for intelligence dissemination and tactical support.
- Weekly briefings with BTS & Regional Security
- Positive feedback score from stakeholders ≥ 85%- SLA adherence on intelligence turnaround time
Strategic Intelligence Development
Contribute to long-term intelligence strategy, identifying emerging risks, modus operandi shifts, and recommending proactive controls.
- intelligence insight paper/month- Integration of intelligence into quarterly BTS security reviews- Recommendations adopted ≥ 75% of time
Authorities
Operational Authority
o Initiate and lead site-level threat assessments and intelligence-led security reviews.
o Request asset movement logs, access control records, and relevant site footage for investigation purposes.
o Recommend immediate containment measures in response to verified threats (e.g., suspension of site access, hotspot deployment).
Investigative Authority
o Initiate and coordinate preliminary investigations into suspicious incidents involving MTN infrastructure.
o Collaborate with law enforcement and private investigators on approved joint operations.
o Compile and submit evidence-based reports to support disciplinary actions or criminal charges.
Information Access Authority
o Access to incident management systems, internal reports, and regional asset loss databases.
o Review contractor and employee access logs where linked to security breaches or collusion risks.
o Request cooperation from internal teams (Network Operations, HR, Legal, etc.) to support intelligence gathering.
Strategic Input
o Provide formal input into security strategy reviews, particularly related to physical risk and syndicate crime.
o Influence security resource allocation based on validated intelligence.
o Recommend intelligence-led changes to operational procedures, site design, or vendor screening practices. |

Qualifications
Job Requirements (Education, Experience and Competencies)
Education Requirements
Minimum Qualification:
o Diploma in Security Risk Management, Criminal Justice, Intelligence Studies, or Forensic Investigation.
Preferred:
o Certification in Crime Intelligence, Investigative Interviewing, or Security Analysis (e.g. ACFE, PSIRA Grade A, or equivalent).
Experience:
Minimum 5–7 years in a security intelligence, investigations, or risk analysis role.
Proven track record in:
o Handling complex criminal investigations, including syndicate crime.
o Working with law enforcement, crime intelligence units, and private sector partners.
o Delivering intelligence products such as reports, threat assessments, and operational recommendations.
o Handling and recruiting confidential informants
o Experience in telecoms or critical infrastructure environments is highly advantageous.
o Exposure to GPRS tracking, call data analysis, and asset recovery operations.
