About the Department
GENERAL DEFINITION OF WORK:
Under the direction of the Director of Engineering/City Engineer, the Development Services Manager is responsible for overseeing administrative support tasks for land development projects to ensure compliance with city codes, ordinances, and standards. This role involves working closely with developers, engineers, and other city departments to facilitate the development process from initial application to final approval. Work is performed with a degree of independence and is reviewed for adherence to policies, accuracy, and completeness.
Position Duties
ESSENTIAL JOB FUNCTIONS:
- Handles a wide range of administrative support tasks and independently initiates and implements processes to manage projects and information.
- Organizes the comprehensive plans review with various city departments, including Planning, Public Works, and Fire, to ensure all standards are met.
- Develops positive and strategic relationships at all levels of the organization.
- Manages the contract administration process for development projects, including the preparation and tracking of Developer Agreements, and ensures all legal and financial prerequisites such as bonds and insurance are met before project commencement.
- Tracks the status of development projects from submission to final acceptance, providing regular updates to the City Engineer and other relevant personnel.
- Processes and tracks all administrative items for development projects, including the collection of administrative and inspection fees, verification of permits (e.g., Right-of-way, Construction Site Water), and the compilation of necessary documentation such as cost breakdowns and insurance certificates to facilitate pre-construction conferences.
- Maintains comprehensive and accurate digital and physical records of all development construction plan submittals, review comments, permits, correspondence, and approvals to ensure a complete project history.
- Responds to inquiries from citizens and stakeholders regarding development projects and regulations, providing information on city codes, development standards, and the status of ongoing projects.
- Coordinates the workflow of permit applications from submission to final approval. This includes verifying the completeness and accuracy of all submitted documents, plans, and specifications.
- Maintaining accurate and organized records of all permit applications, reviews, and inspections. They may also be responsible for generating reports on permit activity for city management and other stakeholders.
- Must be punctual and timely in meeting all job performance requirements, including attendance and work deadlines.

Minimum Qualifications
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the principles and practices of urban planning and land development.
- Knowledge of municipal finance, accounting, budget and controls.
- Knowledge of contracts, sureties, bonding, and permitting procedures.
- Knowledge of departmental policies and operational objectives.
- Knowledge of City personnel policies and procedures.
- Knowledge of principles and practices of a variety of engineering functions.
- Familiarity with municipal codes, ordinances, and regulations related to land development.
- Skill in reading and interpreting site plans, construction drawings, and other technical documents.
- Strong project management and organizational skills.
- Excellent written and verbal communication skills for interacting with a diverse range of individuals.
- Ability to establish and maintain effective working relationships with developers, engineers, city staff, and the public.
- Proficiency in using computer hardware and software related to the responsibilities of the position.
- Ability to work on multiple projects simultaneously and prioritize tasks effectively.
- Excellent customer service skills.
- Ability to speak effectively before officials and citizen groups.
- Ability to communicate effectively, tactfully, and courteously both orally and in writing.

Other Qualifications
EDUCATION AND EXPERIENCE:
A Bachelor’s degree in Urban Planning, Public Administration, Project Management or a related field, and two to four (2-4) years of experience in municipal planning or development review; or any equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities.
WORKING CONDITIONS:
The majority of work takes place in an office or conference room environment. Some outside work is required to perform field investigations and inspections at the construction site. Work is not considered inherently dangerous but care must be taken when inspecting project sites. Occasionally required to walk over uneven surfaces, stoop, kneel, crouch or crawl. Work requires some exertion such as climbing, walking over rough surfaces and loose materials. May be required to lift up to 50 lbs. Traveling is often required to attend meetings and conferences and to perform site visits. Irregular hours are required to attend various meetings and emergency operations.
SPECIAL REQUIREMENTS:
Possess a valid Driver’s License.
