While Fire Underwriters Survey is not involved in rate making matters, the information provided through the Canadian Fire Insurance Grading Index is a key factor used in the development of Commercial Lines Property insurance rates. The PFPC is also used by insurance underwriters to determine the capacity of risk they are willing to assume in a given community or section of a community. 

The overall intent of the Fire Underwriters Survey program is to provide a standardized measure of the ability of the fire protective facilities of a community to prevent and control the major fires that may be expected to occur by evaluating in detail the adequacy, reliability, strength, and efficiency of the fire protection provided, and comparing the level of fire protection against the level of fire risk in the built environment. 

Fire Protection Specialist 1 is a supervised position that is responsible for understanding the application of fire insurance grades and responding to insurance underwriters and municipal officials (ex. Fire Chiefs, Chief Administration Officers, etc.) with clarification regarding interpretation of fire insurance grades. The position is also involved in data collection with limited supervision of a senior surveyor (ex. Spot checking). The FPS-1 position is responsible for understanding and applying relevant codes including the Canadian Public Fire Protection Standard Classification, the National Building Code, and the National Fire Code in the course of their duties calculating fire insurance grades. An FPS1 must have a clear understanding of the standards and be able to use these standards to perform calculations of the fire insurance grades for Tier 2 (ex. Small and Medium communities of up to 5 fire halls / 5 water supply systems or zones). The FPS-1 must be well organized and be strong in areas of math and logic. The FPS-1 will have increasing participation in more complex communities and will be tasked with fire insurance grade survey tasks and small simplified calculations under the supervision of a senior surveyor and/or director.

  • Strong computer and technology skills in the areas of:
    • Report Development (MS Word, Excel), Adobe Acrobat,
    • Digital Drafting (ex. AutoCAD),
    • Geo – spatial (ex. Google Earth, ArcGIS),
    • Databases (MS Access and SQL)

Responsibilities:

  • Provide customer service to the insurance community and municipal officials regarding fire insurance grades.
  • Provide support to senior surveyors and the FUS organization in administration, archiving, mapping and related fire insurance graded support areas. 
  • Provide support to junior surveyors (FPS-1) through training and supervising work they conduct. 
  • Demonstrate a strong understanding of the Canadian Public Fire Protection Classification Standard and complete Public Fire Protection Classification (PFPC) and Dwelling Protection Grades (DPG) for communities across Canada. 
    • Collect, review and evaluate field data for fire insurance grading of communities using the Canadian Public Fire Protection Classification Standard. 
  • Provide technical reports to clients on fire departments, water supply systems, emergency communications and fire safety control programs and their correlation of the fire insurance grades. 
  • Conduct risk assessments and fire department field surveys for the use in insurance grading.

Qualifications

Education, Knowledge and Experience Required:

  • Minimum 2 year diploma from an accredited program of studies leading to registration as an Applied Science Technologist or equivalent.
  • At least 2-5 years of experience with Canadian Public Fire Protection Classification grading, calculation and data collection.
  • Experience in related field of water supplies, fire protection, or municipal planning.
  • Advanced skill level with technologies including Microsoft Office ( Word and Excel), Google Earth and Adobe Acrobat,
  • Understanding of ArcGIS and application of GIS technology as relates to fire insurance grading and management science (deployment analysis).
  • Registered as C.E.T or AScT with Canadian Council for Technicians and Technologists, or equivalent.
