Overview:
The Project Strategy and Support Lead plays a key role in advancing strategic delivery efforts across TxDOT, municipal, and county pursuits within the Transportation service area in response to public-sector RFPs. This position combines high-level strategic planning with hands-on support for successful project execution. Working closely with project managers, technical leads, and organizational leadership, this role helps define project direction, foster cross-functional alignment, and drive results through structured processes, strong collaboration, and targeted coaching.
Responsibilities:
• Develop and lead response strategies for TxDOT, municipal, and county projects, aligning responses with client expectations, evaluation criteria, and organizational priorities.
• Define scopes, focus areas, and content plans that support project team alignment and maximize the impact of proposal deliverables.
• Provide hands-on writing and review support for key sections such as PM experience, staffing plans, and work approaches, adapting involvement based on team needs.
• Interview technical staff to extract project insights and translate them into compelling, client-focused narratives.
• Coach and mentor PMs through the RFP response process, building their confidence and improving long-term capabilities.
• Facilitate training sessions (e.g., one-on-one coaching, group workshops) on RFP interpretation, scoring alignment, narrative quality, and internal standards.
• Coordinate strategic meetings and high-impact milestones, including kickoff sessions, Go/No-Go decisions, and major interviews.
• Enhance internal processes by refining templates, reusable content, and structured tools that support efficient and consistent RFP response processes and efforts.
• Collaborate with leadership, technical teams, and business development to conduct capture planning, positioning strategies, and team readiness efforts.
• Track and analyze key performance indicators (KPIs) related to proposal effectiveness and team readiness to support continuous improvement and increased success rates.
Qualifications:
• Bachelor's degree in Engineering, Business Administration, or a related field.
• Minimum of 25 years of experience in business development or project strategy within the AEC industry.
• Proven success supporting competitive project responses for TxDOT, municipal agencies, or water infrastructure clients.
• Strong knowledge of transportation project types, public-sector procurement models, and task-order-based contracts such as IDIQs and on-call agreements.
• Exceptional communication skills, including the ability to craft clear written content, facilitate productive discussions, and convey complex ideas visually and verbally.
• Highly organized, self-motivated, and able to work both independently and collaboratively across teams and disciplines.
• Demonstrated ability to coordinate virtual and hybrid teams, fostering strong engagement in both remote and in-person settings.
• Adept at navigating deadlines and shifting priorities, especially in high-stakes project settings.
• Comfortable coaching and mentoring others to improve internal project delivery capabilities.
• Skilled in using or building structured resources such as resume libraries, project databases, and training materials to support business development efforts.
• Must be available for key deadlines, presentations, and executive-level discussions related to project opportunities.
