Job Summary
This full-time Women’s Respite Manager is responsible for assisting with service delivery management related to the CareOregon Women’s Respite program at Bridges to Change. The Women’s Respite Manager oversees all operations, programming, and housing services within the program. This role supports various leadership functions, including staff supervision, ensuring program compliance, building and maintaining community partnerships, and managing special projects as assigned. In addition to administrative responsibilities, the Women’s Respite Manager provides onsite and community-based outreach services, particularly around care coordination for CareOregon members, and works in close collaboration with related Bridges to Change programs. The position plays a key role in supporting staff and programs to develop and sustain low-barrier access to co-occurring services, recovery supports, and engagement activities across multiple communities. This is a female identified role and is gender responsive, serving female identifying participants with a history of substance abuse, mental health, trauma and/or criminal justice involvement.
Essential Job Duties and Responsibilities

- Supports the development of low-barrier co-occurring services for tri-county community members, both onsite at the BTC stabilization house and offices and through community outreach services.
- Supports the utilization and implementation of rapid intakes into services between (8:00am-6:00pm daily), operated by peer providers.
- Supports staff in preparing ready-made meals (twice daily) for residents.
- Utilizes program budget to perform necessary tasks related to purchasing and program supplies.
- Acts as the Bridges to Change Women’s Stabilization services liaison for the tri-county region, attending partner meetings to establish referrals.
- Ensures stabilization services are operating as low-barrier and community-focused service options for female-identifying community members, including regular contact with community partners and community-based organizations.
- Provides supervision to assigned staff, evaluating individual progress; tracks supervision in accordance with OARS.
- Attends and participates in individual supervision, group supervision, all-staff meetings, and other meetings, as needed.
- Maintains and monitors documentation standards, working closely with peers to ensure same day documentation is complete.
- Coordinates coverage and/or performs gender responsive peer support duties in the absence of such staff.
- Performs random and as-needed urine drug screenings for female identifying program participants.
- Recruits, trains and develops staff, resolving issues through effective leadership; provides creative solutions and progressive problem solving. Fosters an environment of teamwork.
- In collaboration with other associated leaders, serves as the point of accountability and independent decision making for staff and community inquires on matters with moderate impact.
- Guides program development.
- Serves a diverse population effectively and utilizes a harm-reduction foundation in service delivery systems.
- Assists in the development of needs assessment or screening tools, training and implementing for associated staff.
- Abides by organization policies and procedures, confidentiality laws, professional boundaries, peer support principles and relevant federal/state regulations and standards.
- Assures Bridges to Change equity lens is used in accomplishing all organizational goals in collaboration with all BTC committees.
Experience, Knowledge, Skills and Abilities
The following are the minimum levels required to successfully perform the Essential Job Duties and Responsibilities.
- At least 1 year of leadership or management experience in behavioral health-related field, required
- CADC-I certification required within 90 days of employment
- Bachelors degree in human services-related field, preferred
- State ORCHARDS BCU background check clearance, required
- Personal vehicle, valid driver’s license and acceptable driving record in accordance with Bridges to Change’s auto liability policy requirements, required
- Understanding of CareOregon member services, preferred
- Demonstrated experience with harm-reduction services, required
- Demonstrated knowledge of Tri-County area resources for co-occurring support(s), required
- Demonstrated experience with outreach services, preferred
- Demonstrated experience or knowledge of peer service delivery systems and significance
- Experience setting and maintaining clear boundaries with the ability to hold others accountable with compassion
- Excellent communication, trauma informed approach and conflict resolution skills
- Experience with crisis prevention and intervention
- Ability to maintain high professional standards at all times with participant, staff, and community partners
- Well-developed documentation skills and a strong commitment to quality management; ability to write accurate and concise reports while meeting tight deadlines.
- Computer literate; functional ability with Microsoft programs.
Working Conditions
Environment and Physical Requirements: The Women’s Respite Manager works in an office environment; however, the position frequently visits field locations including homes, courtrooms, recovery centers, and other indoor and outdoor locations. Those locations are subject to a variety of environmental weather conditions including rain, snow, wind, and dust. The position frequently requires daily travel by car. The Women’s Respite Manager interacts constantly with staff, visitors, program participants, government agencies, and others. The position stands, walks, bends, lifts, and moves intermittently during working hours. The incumbent must be able to lift, push, pull and move files and equipment in excess of 15 pounds.
Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are typically Monday through Friday, forty hours per week with flexibility in scheduling. The Women’s Respite Manager also travels across the tri-county area and may be required to occasionally work extended hours including evening, weekend and/or holiday work as job duties demand.
