Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian duties are described in the Duties Section below.
Major Duties:
- The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer, to serve as Chief of Requirements for Air Force Reserve Command. In this role, the incumbent directs and manages the development and accomplishment of command policies and planning pertaining to the acquisition, evaluation and integration of new or modified weapons systems as well as support systems. Develops command-wide priorities for allocation of National Guard and Reserve Equipment Account (NGREA) funds for equipment modernization programs and systems integration, and maintains/assesses individual program status. Ensures production and submission of annual reports to Congress on Air Force Reserve equipment management, NGREA execution and Air Force Reserve modernization program progress. RESPONSIBILITIES: 1. Plans, organizes, and directs the activities of the HQ AFRC Requirements Division, ensuring that the Requirements Division complies with legal and regulatory requirements and meets customer needs. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. 2. Exercises supervisory personnel management responsibilities. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects or recommends selection of candidates for vacancies, promotions, details and reassignment taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. 3. Represents the Requirements Division, and when appropriate, HQ AFRC, at meetings and conferences attended by representatives of other staff offices, HQ AFRC, HQ USAF, other major commands (MAJCOM) and other military and government agencies. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. 4. Directs and manages the development of AFRC equipment modernization program, the Air Force Reserve Modernization Book, and related annual reports to DoD, OSD, and Congress. Applies technical experience as requirements and aviation subject matter expert to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: I have at least one year (52 weeks) of specialized experience equivalent to at least the GS-13 grade level in the Federal service or equivalent grade under other pay systems, which has equipped me with the particular knowledge, skill, and ability to successfully perform the duties of the position. To be creditable, the specialized experience must have been at the GS-13 grade level in the Federal Service or equivalent under other pay systems. Examples of creditable experience include; knowledge of Air Force, DOD, and AFRC requirement, logistics and acquisition strategies, policies and processes for projecting and planning the resolution of AFRC weapon system and combat support needs and deficiencies in support of AFRC war/mobilization/contingency and other operational plans, knowledge of military operational principles, practices, and organization, and knowledge of analytical and evaluative methods and procedures. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force, DOD, and AFRC requirements, logistics and acquisition strategies, policies and processes for projecting and planning the resolution of AFRC weapon system and combat support needs and deficiencies in support of AFRC war/mobilization/contingency and other operational plans. 2. Knowledge of Air Force and AFRC operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies. 3. Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of operating programs; and, skill in integrating and analyzing such information in order to evaluate overall program status. 4. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive reports. 5. Ability to plan, organize, and direct functions and mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations. 7. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 8. Knowledge of rated aviator expertise and skill in its application, as rated aircrew is desired. OTHER SIGNINFCANT FACTS: This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. 2. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. 3. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. 4. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. 5. Must be able to obtain a TOP SECRET security clearance. 6. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
