The primary purpose of this position is to serve as the Intelligence, Surveillance, and Reconnaissance (ISR) Command Senior Intelligence Analyst / Senior Intelligence Officer at Space Training and Readiness Command for all intelligence programs with duties relating to the planning, programming, and execution of the multi-million-dollar Headquarters Space Training and Readiness Command (STARCOM).
Major Duties:
- DUTY 1: Plans, organizes, and overseas intelligence activities for STARCOM (Field Command). As Senior Intelligence Advisor and Intelligence Community Policy Level Subject Matter Expert, the incumbent advises the STARCOM Commander and the Senior Intelligence Officer on advanced space and missile intelligence technologies, doctrine, methods, and policy. DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. DUTY 3: Represents STARCOM with a variety of installation and functional area organizations as authoritative Senior Representative. Establishes, develops, and maintains effective working relationships with NSIC, DIA, NRO, CIA, NSA, and NGA in the counterparts at the DISES, DISL, and GG-15 grades. DUTY 4: Directs and manages STARCOM's Intelligence contracts. Plans, programs and accurately budgets for contractor support to the Intelligence, Surveillance, and Reconnaissance Directorate.
Qualifications: This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations and displays an ability to conduct unbiased complex research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.??????? AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of USSF intelligence systems, policies, strategic plans and vision, processes, capabilities, limitations, and vulnerabilities. 2. Superior knowledge of space aspects of modern warfare and the full intelligence cycle. 3. Superior skills in understanding technical intelligence information and their application to modern warfighter problems. 4. Skilled in planning, coordinating, and executing complex, time-sensitive and highly classified projects. 5. Superior ability to communicate effectively orally and in writing. 6. Ability to deal diplomatically and effectively with all levels of officials in all types of situations. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related special sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Space Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Space Force, national security, and public safety. 3. This is a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
