Job Summary: This National Guard position is for a PROGRAM ANALYST, Position Description Number D2507000 and is part of the OH 121 Air Refueling Wing, Ohio Air National Guard. The primary purpose of this position is to perform preliminary analysis of long term forecasting of readiness and budgets.
Major Duties:
- As a PROGRAM ANALYST, GS-0343-9, you will perform the following duties: Budget Analysis Responsibilities: Formulates annual maintenance operating budgets for incorporation into the overall Wing's annual financial plan. Analyzes budget needs for all Maintenance Group production squadrons, flights, and sections taking into consideration the interrelationships of all Group programs, activities, and special functions. Evaluates trends and operating costs which are used in projecting future commitments and obligations. Analyze completeness, accuracy, and reasonableness of all Maintenance Group operating budgetary information. Develops and issues guidance to, and coordinates with maintenance production squadron chiefs in the development of quarterly and annual maintenance operating budgets and budget estimates. Reviews, edits and consolidates maintenance operating budget estimates to ensure compliance with rules, regulations, and procedures. Prepares or edits narrative justifications for projected funding needs and submits to the Wing Budget Office. Reviews annual funding allocations received from the Wing Budget Office in conjunction with all Maintenance Group quarterly funding needs to ensure funding allocations are adequate to meet all projected requirements. Analyzes funding shortfalls and develops recommended programming changes/modifications to be presented to the Group Commander for approval. Prepares, justifies, and submits unfunded and unprogrammed requirements through the Maintenance Group Commander to the Financial Management Board. Performs in-depth, rigorous analysis of maintenance operating budget requests received from the maintenance production supervisors by employing techniques such as cost-benefit analysis, program trade-offs and exploring alternative methods of funding. Develops recommendations for budgetary adjustments to support unanticipated changes in program operations or funding. Adjusts budgetary estimates and reprograms funds to accommodate unstable program operations in the maintenance production squadrons. Monitors the use and rate of expenditure of all Group operating funds through continuing dialogue with all squadron chiefs and review of written documents and records. Develops, performs and monitors internal control programs and procedures to identify potential over or under-obligations of maintenance operating funds. Prepares input on recommendations on internal control adjustments to the Maintenance Group Commander and Wing Budget Office. Unit Deployment Program Responsibilities: Plans, organizes, and oversees all unit level deployment activities. Configures and maintains functional Unit Type Codes (UTCs) as postured by MAJCOM FAMs (Functional Area Managers) using available unit assets. Monitors UTC/Unit Manning Document (UMD) authorizations and notifies senior management/applicable offices when mismatches are identified. Notifies the wing Installation Deployment Officer (IDO) and MAJCOM FAM for remedial action when UTCs cannot be supported due to changes in manpower or equipment. Coordinates personnel/equipment movement requirements. Works closely with unit personnel to tailor packages as required to meet exercise and contingency deployment actions. Utilizes Logistics Module (LOGMOD) to monitor and track unit status during deployments and exercises. Plans and schedules personnel deployment/redeployment processing within the Installation Personnel Readiness (IPR) office and ensures a smooth and orderly flow of deployment personnel for scheduled Air Expeditionary Forces (AEF) deployments. May be required to manage and operate the Unit Deployment Control Center (UDCC) during exercise or contingencies. Analyzes the combat capability of unit through intensive evaluation and tracking of training, equipment status, and manpower and ensures personnel and equipment readiness. Manages status of reporting to include unit's Defense Readiness Reporting System (DRRS) and AEF Reporting Tool(ART) reporting requirements. Submits reports which reflect the unit's ability to meet wartime mission requirements. May initiate studies, changes, and validation actions concerning UTC effectiveness when required. Assist MAJCOM FAMS in conducting analyses to determine the wartime readiness of their functional area. Provides manning and material reports to functional managers on UTC make-up to meet contingency and peacetime mission requirements. Evaluates and recommends deployment package make-up and support requirements as required for each deployment tasking. Qualifications: GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
