Our employees are not only part of history, they're making history.Northrop Grumman is seeking an experienced and motivated professional for the role of Supply Chain Subcontract Specialist (Level 2) with some experience in supply chain management, or related fields, to include business and contracts administration. The successful applicant will become a part of Northrop Grumman’s Network Information Solutions (NIS) Division within the Mission Systems (MS) Sector, which is engaged throughout all aspects of the core technologies used within our major systems.
This position is a 9/80 schedule (every other Friday off), hybrid with at least 3 days per week onsite in San Diego, CA.
What You’ll get to Do: The full range of the subcontract acquisition process including preparation, solicitation, and execution of a mixed portfolio of subcontracts while ensuring compliance with company policies and procedures. The ideal candidate will understand the buyer and the seller roles in establishing mutually successful business arrangements, with experience in work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration.
Candidates must be able to make sound decisions in a timely manner, must have strong verbal and written communication skills, display strong interpersonal skills, and have an agile perspective of compliance protocol mandated by a highly regulated industry.
Within the NIS organization the candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, materials planning, procurement execution/award, finance, and internal customer service. Ideal candidates are Generally experienced in one or more areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology.
This position is responsible for executing major subcontract activities and providing contractual support and documentation to suppliers in support of multiple programs.
Description:
- Attend Proposal meetings in support of various program.
- Supports the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users.
- Prepares bid packages, conducts bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
- Manages the performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- Employs sound business practices and assesses supplier performance as part of follow-up activities.
- Manage suppliers forecasts and approves supplier payment as needed.
- Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
- Executes teaming agreements and non-disclosure agreements, which may include several parties.
- Negotiates and coordinates additions, deletions, or modifications to subcontracts.
- Reads, interprets, and implements written procedures to maintain compliance.
Role requirements:
- Negotiate with both large businesses and small businesses on a variety of complex-type contracts.

- Attend program meetings/present if required.
- Must be able to work independently and have strong organizational skills.
- FAR/DFARS processes and/or procedures required to be followed for the compliance of the subcontracts.
Basic Qualifications for Supply Chain Subcontract Specialist:
- A minimum of 2 years of supply chain, procurement, business management and/or related experience with a bachelor’s degree or a minimum of 6 years of supply chain experience in lieu of a Bachelor’s Degree.
- Experience in SAP (ERP1)

Preferred Qualifications for Supply Chain Subcontract Specialist:
- Professional experience in a regulated industry; to include Aerospace & Defense, Financial Services, Telecommunications, and Manufacturing.
- Experience with FAR/DFARS
- Experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable,
- Experience with terms and conditions, mitigating terms and/or special contract clauses/types such as; long term agreements and intellectual property agreements.
- Negotiation experience
- A current/active DoD Secret clearance
