Description

Department of Pediatrics is one of the largest departments within the UCSD School of Medicine with comprehensive clinical programs, extensive basic science and clinical research, and diverse educational opportunities for students, residents and fellows. The internationally renowned faculty play a major role in medical and graduate student training, providing educational and programmatic offerings that span several disciplines and provide diversity to meet the interests of a broad spectrum of students and scholars. More than one hundred trainees at the graduate student and postdoctoral level, as well as more than 300 professional, research and administrative staff who along with the department administrators interact closely with the faculty. In collaboration with the California Department of Public Health (CDPH), the Division of Environmental Health oversees the ongoing surveillance activities of the California Birth Defects Monitoring Program (CBDMP). The mission of CBDMP is to collect and analyze data to identify opportunities for preventing birth defects and improving the health of babies.

Birth defects are the leading cause of infant mortality in California and the nation. CBDMP has gathered birth outcomes data for over forty years and provides a controlled-access Registry that links CBDMP birth defects information to vital statistics data.

Under the general direction of the CBDMP Registry Data Systems Manager and as a part of the Data Management team, the Registry Systems Analyst contributes to continuing the CBDMP legacy as the world-leading birth defects registry. The incumbent works with the team to design, maintain and modernize the CBDMP suite of application systems to support medical record review, diagnosis coding, case classification, and interactive reporting. The Registry Systems Analyst writes complex code and queries to collect, import, clean and integrate data.

Applies skills as a seasoned, experienced software professional with a full understanding of industry practices, community standards and relevant policies and procedures to medium-sized projects or portions of large projects with moderate scope and complexity. Resolves a wide range of issues. Demonstrates competency in selecting tools, methods and techniques to obtain results.

Minimum Qualifications

  • Seven (6) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training.
  • Minimum of three (3) years of experience in all stages of software development lifecycle using VB.NET/C#, SQL Server, ASP.NET. Experience using Windows Communication Foundation (WCF), Windows Presentation Foundation (WPF), Blazor. Python a plus.
  • Intermediate knowledge of secure software development.
  • Advanced skills associated with software design, modification, implementation and deployment, including object-oriented programming concepts.
  • Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans.
  • Demonstrated ability to contribute technical narrative to grant proposals.
  • Thorough experience with identification and use of code libraries and open-source forums.
  • Experience with planning for deployment and creation of feedback mechanisms.
  • Demonstrated software repository skills. Demonstrated testing and test planning skills.
  • Thorough experience with common programming tools. Demonstrated ability to follow software specifications.
  • Demonstrated effective communication and interpersonal skills. Demonstrated ability to work with others from diverse backgrounds. Demonstrated service orientation skills.
  • Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.
  • Familiarity with data model patterns in one or more common business or academic domains. Familiarity with logical data design and data mapping or data conversion. Knowledge and experience in data retrieval from various sources in different platforms. Advanced knowledge of systems and data security and encryption technologies.
  • Advanced knowledge of database development and management using views, triggers, stored procedures, indexing, etc. in MS SQL Server environment. Thorough knowledge of data management systems, practices and standards. Knowledge of data integration, modeling, querying and ETL.
  • Familiarity with reporting and data visualization tools such as SSIS, SSRS, Crystal Reports and Power BI. Knowledge of standard approaches to documenting business and technical processes using diagramming tools such as Visio.
  • Demonstrated ability to work with others from diverse backgrounds. Demonstrated effective communication and interpersonal skills. Demonstrated service orientation skills.
  • Experience in data integration using XML and JSON. Familiarity with the HL7 standard a plus.
  • Self-motivated and works independently and as part of a team.
  • Strong analytical and design skills, including the ability to abstract information requirements from real-world processes to understand information flows in computer systems. Able to learn effectively and meet deadlines.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
