Role and Responsibilities:
Utility Workforce Supervising
- Plan and optimize headcounts for each utility unit
- Manage and respond to employee relations issues regarding utility operating workforce including operators
- Coach and train operators he/she supervises to develop related skills and general/technical competencies
- Supervise/review the works of engineers and operators related to utility (Mechanical)
- Make sure that engineers and operators complete the national/social designated safety management courses
Maintenance Planning/Management
- Establish and manage annual maintenance/repairmen plan and budget
- Request for renovation, and issue a purchase order (P/O)
- Manage maintenance/repairmen performance
Investment Planning/Management
- Establish and manage annual investment plan and budget
- Review facility investment techniques
- Review construction drawings and make simple modifications (P&ID, etc.)
- Write down specifications for a new construction, and write down construction documents for a public use
- Request for new facility’s quotation, and issue a construction purchase order (P/O)
- Manage facility investment performance
Facility Inspection and Technical Support
- Review/repair the facility based on the requests received by the system
- Manage/revise the facility operation manual
- Daily/monthly/quarterly/yearly facility inspection
- Identify the cause of the facility abnormalities and review the technology. Prepare the reports of abnormalities to manage the history (if needed)
- Plan to optimize the operation efficiency
- Manage pipe (air, water supply, etc.)
Energy Saving Planning and Performance Management
- Analyze the energy usage trends by each equipment
- Identify energy saving potential items by equipment
- Manage monthly energy saving performance (operating time applied)
Government Relations
- Respond to regular court inspection on mechanical facilities
- Operational safety inspection (PSV (safety valve), pressure vessel, and static pressure)
Audit Preparation & Response
- Create and manage documents on facility required by PSM/ISO
- Take appropriate measures to improve facility, and correct non-conformities specified by PSM/ISO
Construction Management/Supervising
- Supervise the mechanical facility construction (due to repair and extension of mechanical facility, or due to change of production line)
- Request purchase of facility parts (purchase request)
- Purchase order on construction materials
- Inspect materials
Emergency Planning & Response
- Plan and execute emergency trainings on natural disasters, lack of power, and release of harmful substances
- Other tasks as assigned
Skill and Qualifications:
- Bachelor’s degree in mechanical engineering, chemical engineering, industrial engineering or equivalent
- At least 6-8 years of relevant experience
- (Preferred) Experience with utility equipment
- (Preferred) Gas boiler, NMP related certification
- Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint, etc.)
- (Preferred) Proficiency with AutoCAD or similar programs (reading and drawing)
