Hybrid Manager / CUGE na SGGOVTERP

The Industry & CUGE Division (Centre for Urban Greenery and Ecology) of the National Parks Board oversees the industry development and skills training for sectors and industries under the purview of NParks such as landscaping, orchids, ornamental fish and aquatic plants, etc. Our goal is to uplift companies and people in these sectors by enhancing operational productivity, improvement in business operations, raising the level of professionalism of the sectors, and enabling digitalisation and innovation for the industry.

[What the role is]

The Manager’s primary role is to manage the full cycle of NParks’ leasehold and tenancy contracts in the landscape, orchid, ornamental fish and aquatic plant sectors (i.e. post-tender award, contract renewal, and exit). This includes tracking lessees and tenants’ ability to fulfil their contractual obligations and meet contract renewal criteria. While the position predominantly covers administrative functions to manage land contracts, it also includes client management functions for daily operational matters.

[What you will be working on]

•    Maintain the database of all NParks’ lessees and tenants in the landscape, orchid and ornamental fish farm plots.
•    Part of a team to develop and implement a cohesive IT system to manage lessees and tenants’ administrative matters including tracking of contract renewal requirements and providing basic data analysis of trends of interest.
•    Participate in regular engagements with nurseries and farms.
•    Review building and development plans submitted by lessees and tenants and ensure alignment with technical agencies requirements and land tender conditions.
•    Work with technical agencies and tenants to meet their farmland development requirements (i.e. TOP/CSC matters).

[What we are looking for]

•    Areas of studies in Finance and Administration, Real Estate, Architecture or Civil Engineering, or in a related field of study

•    Experience in Finance and Administrative functions, Contract management and Client management.
•    Independent contributor and able to work with Ministries to execute job functions.
•    Good listening and interpersonal skills are essential as the position involves interacting with a wide range of industry partners.
•    Ability to speak Mandarin and dialects will be an advantage to engage stakeholders who may not be English speaking, 
•    The job requires strong analytical, planning, organising and presentation skills.
