Overview:

GDC IT Solutions is currently seeking a Senior Business Analyst to support the Pennsylvania Department of Community and Economic Development (DCED) in a primarily remote capacity. This part-time role (25 hours per week) requires flexibility to attend scheduled meetings, including Thursdays from 1:00–4:00 PM and Tuesdays from 11:00 AM–12:00 PM, with additional scheduling flexibility provided. Candidates must be able to physically report onsite to Harrisburg, PA for first-day processing and equipment pickup, and local candidates are preferred.

Position Overview:

POSITION OVERVIEW

 

As a Senior Business Analyst, you will be responsible for collaborating with stakeholders, project governance teams, and development staff to support the analysis, testing, and implementation of the WAP Hancock and WARM/COPOS systems. This role requires independent leadership in business analysis practices, development of requirements and test artifacts, and coordination of implementation and outcome documentation. The Senior BA will also mentor others, ensure adherence to accessibility standards, and contribute improvements to analysis best practices.

Responsibilities:
  • Provide comprehensive and independent evaluation of existing efforts.

  • Support requirements elicitation, prioritization, validation, and documentation.

  • Develop user stories and work items.

  • Create test scripts, test cases, and testing plans to support system, accessibility, and user acceptance testing.

  • Coordinate and support iterative release testing, including defect identification and resolution.

  • Assist with implementation activities including training, Go-Live support, and schedule communication.

  • Compile implementation outcome documentation such as session notes, required updates, and recommendations for future releases.

  • Triage production issues and collaborate with development teams and end users to resolve them.

  • Serve as a liaison between stakeholders and development teams to ensure alignment and issue resolution.

  • Ensure deliverables adhere to digital accessibility standards and regulations.

  • Develop and maintain project documentation, including outcome reports and system updates.

  • Provide guidance and mentorship to junior business analysts and project team members.

Minimum Qualifications:
  • At least 5 years of professional business analysis experience.

  • Ability to independently apply business analysis knowledge, skills, and competencies.

  • Demonstrated ability to instruct and mentor others in business analysis practices.

  • Mastery of industry standards and best practices in business analysis, with the ability to recommend and contribute improvements.

  • Strong skills in requirements gathering, testing coordination, defect tracking, and implementation support.
