Overview:

GDC IT Solutions is seeking a Sr. IT Business Analyst to work in a hybrid role (on-site Monday through Wednesday) at the District of Columbia Office of the Chief Financial Officer (OCFO). This position requires candidates to be within commuting distance and offers the chance to lead business systems analysis and process improvements in a collaborative IT environment.

As a Senior IT Business Analyst, you will be responsible for solving complex business problems through systems analysis, requirements gathering, process improvement, and IT solution design. You will act as a key liaison between business stakeholders and technical teams, defining systems scope and objectives, recommending innovative solutions, and ensuring alignment between business needs and IT capabilities. Your contributions will directly support mission-critical functions within the OCFO, helping to enhance operational efficiency and strategic outcomes.

Responsibilities:
  • Formulate and define systems scope and objectives based on user needs and a thorough understanding of business systems and industry requirements.

  • Serve as a top-level contributor on complex projects and all phases of systems analysis, from discovery to implementation.

  • Conduct detailed business process and requirements analysis, identifying areas for improvement and recommending system enhancements.

  • Translate business needs into IT requirements, process detail, and design specifications.

  • Collaborate with internal departments and external resources to design and implement system solutions.

  • Facilitate knowledge transfer of business requirements to technical teams including developers, database specialists, and project managers.

  • Provide hands-on support for application configuration, testing, and training activities.

  • Document functional design specifications and review technical design documents for accuracy and alignment with business needs.

  • Support data cleanup, data conversion, and reconciliation activities.

  • Provide application support to business users and act as a liaison for issue resolution.

  • Identify and adapt to new business patterns and changes in process.

  • Create white papers and solution recommendations as needed.

  • Develop and deliver organizational change communications related to new or changing systems.

Minimum Qualifications:
  • 16+ years of Business Analyst experience.

  • 16+ years of experience with the Software Development Lifecycle (SDLC), including Waterfall, Hybrid, and Agile methodologies.

  • 5+ years of hands-on experience developing and documenting operational processes, functions, and procedures.

  • 5+ years leading end-to-end implementations of new business requirements and process changes.

  • 5+ years of experience providing go-live, continuous improvement, and stakeholder business support.

  • 5+ years of experience in application configuration, governance, and strategic implementation of business change requests.

  • 5+ years of experience in contact/call center business solution development.

  • 5+ years of experience using Atlassian Jira and Confluence toolsets.

  • Bachelor’s degree in Finance, Engineering, IT, or a related field, or 15+ years of equivalent professional experience.

  • Current Project Management Professional (PMP) certification with at least 10 years of relevant experience.
