Job Summary: This position is located at Defense Logistics Agency's Columbus, OH location with the Child and Youth Services Division. This announcement may be used to fill additional vacancies throughout the program. Management has the right to assign staff to locations as mission requires

Major Duties:

  • Serves as a Child and Youth Services (CYS) Assistant Director of a Level 4 (very-large to mega size)CYS Program with responsibility of assisting the supervisor in the operation of an assigned CYS program with all applicable regulations and standards.
  • Provides program oversight and accountability for the performance of assigned staff and the safety and well being of children and youth in accordance with Department of Defense, Army and local policies and standards.
  • Supervises and evaluates employees based on established performance standards as required. Provides appropriate staff professional recognition and/or disciplinary action.
  • Assists supervisor in developing program budget, and manages assigned program areas to budget. Conducts written analyses of budget variances and prepares justification for funding of program resource requirements.
  • Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.

Qualifications: 1. Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position, which directly relates to the appropriate CYS field consistent with: - For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled. 2. In addition to the basic requirements stated above the following is required: 12 months of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled. Experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. OR Combination of education and experience. 3. Successful completion of at least 24 semester hours equivalent to a major in education, or in a subject matter field appropriate to the position as indicated above (1), and directly related work experience that provided knowledge skills and abilities directly related to the duties described. - For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled. 4. In addition to the basic requirements stated above the following is required: 12 months of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled. Experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. Applicants that possess all of the following will be considered highly preferred and may be sent first for consideration. - At least 3 years' experience as a Supervisory Program Specialist (SPS) or Assistant Director for a large CDC program (capacity of 250 or more), or a combination of both equaling 3 years. - A minimum of two years' experience in (1) developing performance standards and (2) completing collaborative performance appraisals - Possess a solid understanding of the Early Learning Matters (ELM) curriculum and how to implement in classrooms. - A minimum of 3 years' experience in maintaining National Association for the Education of Young Children (NAEYC) Accreditation criteria/standards and preparing the program/staff for NAEYC program assessments. - At least one year of experience with the Child and Youth Management System (CYMS), to include responsibilities for the transition matrix.
