Job Summary: The primary purpose of this position is to serve as an executive assistant to the Medical Center Director with responsibility as the Facility Planner at the Sioux Falls VA Health Care System. The Veterans living in South Dakota, southwestern Minnesota, and northeast Iowa may access services at the medical center and through community-based outpatient clinics located in Aberdeen, SD, Spirit Lake, IA, Sioux City, IA, Watertown, SD, and Wagner, SD.

Major Duties:

  • Duties include, but may not be limited to the following: The Health System Specialist (HSS) provides staff assistance in any area under the direction of the Director. Provides support to specific medical center programs as well as planning, projects and overall management. Facilitate the development of the Sioux Falls VA HCS Strategic Plan Participates in the development and implementation of both short and long term plan and policies for the medical center. Ensures formulation of comprehensive construction proposals. Interacts frequently with Sioux Falls VA HCS management, VA Central Office officials, Congressional, State and Community officials, and other Sioux Falls VA HCS personnel to keep abreast of substantive hospital management operations within the medical center, determining relative priorities, monitoring performance, and exercising the authority of the executive team, when appropriate, to ensure issues are brought to closure. Represents executive leadership at meetings when necessary, completing follow-up assignments as appropriate; may be involved in the drafting of new policies and/or directives which may have broad implications; and successfully defends proposals. Independently initiates and coordinates special projects and reviews that provide valuable insight into work operations. Utilizes management skills to ensure the timely compilation, adequate justification, and submission of data packages to support construction projects, VHA rural health grants, and strategic initiatives. Provide policy and operations support including governance and execution of matters pertaining to space planning, emergency management operations, and building conditions that support the clinical and administrative work environment. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/18/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes: experience progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting; planning, organizing, and directing work; identify department and quality improvement measures; coordinating the work efforts of a multiple parties; provide advisory services to management of a health care system on strategic planning development; and resource strategies. You will be rated on the following Competencies for this position: Planning and Evaluating Project Management Strategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. No special physical qualifications are required to perform the work. The work requires the ability to move about the office and the medical center and carry light objects. Work is primarily performed in an adequately lighted and climate-controlled office and conference room environment involving the everyday risks or discomforts.
