The purpose of this position is to provide the Defense Counterintelligence and Security Agency (DCSA) Office of Communications and Congressional Affairs (OCCA) with program and project management support for the Business Operations team.


The Program Analyst is responsible for the office personnel coordination, funding and budget execution, agency tasker coordination, and leadership coordination support. Duties may include but are not limited to management and tracking of assigned office taskers, logistics coordination for off-site events and meetings, records management, general office support to leadership in personnel. 


Essential Duties and Responsibilities:


The primary responsibilities of the position will include but not limited to:

  • Provide support with tasks associated with office management, and all activities associated with supporting the OCCA Chief and the OCCA management personnel.
  • Provide project management support with planning; scheduling; compiling briefing materials; meeting management; and note taking and editing. Serves as a liaison with other DCSA organizations and external agencies for OCCA Senior leadership and management. Responsible for correspondence management that includes intra-office communications and appropriate dissemination of incoming correspondence and action items (with the required background information) to the appropriate staff. Responsible for maintaining and populating various databases and spreadsheets with information in support of assigned tasks. Utilize spreadsheets to track suspense actions, manage workload, internal assignments and maintain customer requests, as required. Provides management and vetting of OCCA Front Office inquiry and media requests, intra-agency DCSA executive inquiries, and communications supporting the Chief of Staff in maintaining office personnel equipment, logistics coordination as needed, personnel network access, and applicable security requirements.
  • Evaluate existing internal office and agency procedures, processes, techniques, models and/or systems related to assigned projects/tasks and provide recommended solutions to office management and facilitate implementation as required.
  • Responsible for facilitating the planning and execution of staff meetings, assigned off-site meetings and engagements, or events that support OCCA’s mission and strategic goals as requested by the OCCA Chief. To include venue coordination, drafting procurement documentation, and monitoring preparation timelines and actions to completion.
  • Responsible for reviewing incoming taskers for appropriate action with specific emphasis on deadlines using the Agency automated task management system. Assist with staffing packages, documents, and reminders of deadlines to meet suspense’s, as needed. Responds to routine and non-technical requests for information such as reports, suspense dates for matters requiring compliance, forms required to accomplish or request actions, status of actions, and similar information normally available from DCSA files/records.
  • Responsible for support to branch meetings and engagements; in addition to attendance, takes notes, document actions, follows-up as required and monitors actions through completion. Functions as the Primary for coordination of OCCA internal and external senior leadership discussions and engagements, including personnel/organization registration; set-up and schedule coordination; preparation of read ahead materials; securing appropriate venue and seating with required equipment, coordinating the technical support required for OCCA leadership to both host and participate in virtual forums/engagements. Responsible for management of Director, OCCA, travel arrangements using the Defense Travel System; creates authorization orders and submits vouchers within three days of the travel end date.
  • Responsible for assistance with OCCA manpower efforts to include submission of civilian onboarding/offboarding paperwork to request network access, government furnished equipment and peripherals, provide access to email distribution groups, update internal information rosters, update organizational charts, and coordinate introductory meetings with OCCA leadership and staff.
  • The contractor shall identify products and projects it has completed in its Monthly Progress and Status Report IAW CDRL A004.

Requirements

  •  Bachelor’s Degree is required. The substitution of a bachelor’s degree is allowable if the personnel have four years of related work experience in addition to four years of experience required for this category.
  • 4 years of experience/able to perform all functional duties independently.
  • Knowledge and functional capability to proficiently operate Microsoft Office Products, Adobe Suite, SharePoint, Service Now and/or other task management systems.
  • Shall possess excellent and professional verbal and written communication skills and provide well-written, articulate responses to compliance issues.
  • Ability to multitask and communicate effectively.
  • Capable of interacting professionally with all personnel.
  • US Citizenship and Secret Clearance are required for this position.


Salary Range: $80,000 - $105,000/annual 

Full-time Shift: Monday- Friday 7:30 a.m. to 4:00 p.m.

Location: Quantico, VA 22134

Start Date: 11/17/2025
