About the Department
The Dougherty County Human Resources Department is hiring for a HR Specialist II. The purpose of the position is to manage the designated specialty area within the Human Resources employment cycle. Responsible for performing work associated with implementing, managing, and monitoring core and supplemental benefits, along with such associated programs. This class works independently, under limited supervision, reporting major activities through periodic meetings.
Position Duties
• Manages Benefits (core and supplemental) and Leaves, County’s Retirement, to include eligibility, enrollment, tracking and reporting, premium deductions, reimbursements and fees, billing reconciliation, and authorizations to process payment of invoices and claims; Long- and Short-Term Disability, Sick Leave Bank, Deferred Compensation, Workers’ Compensation Program, FMLA and employer-sponsored leaves. • Manages Risk and Safety and the Drug Free Workplace Program. Primary contact for notification of all drug/alcohol test results; responsible for providing updates of new hires and terminated employees to testing laboratory to generate monthly random selections for Department of Transportation DOT and NON-DOT compliance. Responsible for coordinating Employee Assistance Program, as it relates to compliance with DFWP program violations, and for voluntary requests from employees with substance abuse issues. • Manages Compensation and processes unemployment claims, enters, updates, and maintains employee information, position control, and applicant tracking in the HRIS, prepares Notice of Personnel Action forms for area of responsibility, to include all new hires, merit increases, demotions, promotions, serves as timekeeper for HR staff to ensure Payroll has accurate record of hours worked, and other duties as assigned including various reports and administration of programs. • Ensures County compliance with various federal, state, and local regulations related to benefits area. Maintains section of policy and procedures manual related to benefits area; Writes policy as needed; Writes and maintains standard operating procedures for all internal HR processes related to this classification. • Provides consultative services to management, employees, retirees, and third-party administrators (TPAs) on issues related to core benefits; recommends, develops, and facilitates training sessions on benefits programs; serves as liaison between County employees, retirees and other entities/agencies. • Conduct monthly audits and completes mandatory federal and state reports. • Maintains all files relevant to area of responsibility in a professional manner. • Meets with department managers, supervisors, and legal representatives regarding employee issues. • Serves as Human Resources Representative to a variety of County committees and meetings related to areas of responsibility; prepares related programs and presentations. • Writes and maintains standard operating procedures for all internal HR processes related to this classification. • Performs other related work as assigned.
Minimum Qualifications
• Bachelor’s Degree in Business Administration, Human Resources, Management or related major. • Four (4) years of human resources or closely related experience or an equivalent combination of education, training, and experience. • Must be competent in Word, PowerPoint, and Human Resources software with advanced knowledge of Excel. Requires advanced oral, written, interpersonal, and administrative skills. • Requires advanced oral, written, interpersonal, and administrative skills.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
