Description:
1. Provide support in the management of multi-disciplinary construction projects and
perform field and administrative duties to ensure the project is completed within the
scope, schedule, and budget perform in accordance with the terms of the contract.
2. Participate in the development of construction quality surveillance plans, selecting the
Quality Control Sub-master that is appropriate for the size and complexity of the
project.
3. Assist in developing the period of performance, evaluating projects to establish
liquidated damages, and participate in coordination of the pre-construction activities.
4. Ensure effective professional coordination with the Facility Managers (FM) for
notification and coordination of contract activities which should be maintained through
the construction, facility activation, and warranty phases.
5. Provide coordination to ensure timely inspections, maintenance of records,
participation in testing, and collection and submission of pertinent data.
6. Provide coordination to ensure support is provided and accomplished in special
support areas such as fire alarm systems, environmental monitoring, pressure
systems, between others.
7. Coordinate the activation, familiarization, and training on equipment for operating
personnel.
8. Verify that the proper quality of work is being performed in accordance with the plans
and specifications.
9. Plan for necessary tests and/or investigations well in advance of the time of work
execution.
10. Support the shop drawing review and approval process before items or materials are
brought on the job.
11. Uphold the current Occupational Safety and Health Administration (OSHA) and KSC
standards. The Contractor shall have a working knowledge of safety regulations and
the laws as a prerequisite for the implementation of NASA safety responsibilities.
12. Stay apprised of the general construction contractor’s long-range objectives and
immediate construction activities.
13. Review job progress with the general construction contractor's representative and
determine the actual progress versus the scheduled progress as needed.
14. Ensure that all required material testing is performed.
15. Coordinate any material testing that falls under the responsibility of the Government
in a timely manner.
16. Ensure shop drawings are received, reviewed, processed, and approval action taken in
a timely manner.
17. Immediately alert the COR to any general construction contractors’ refusals, failures,
or inability to prosecute the work to ensure its completion within the time specified in
the contract.
18. Ensure that a complete or current as-built drawings (redlines) are maintained.
19. Arrange inspections assuring a complete and accurate record of the inspections is
documented and to communicate the need for actions to the general construction
contractor.
20. Arrange other interim inspections or walk-downs as needed during the project life
cycle.
21. Prepare all construction documents for transfer upon final acceptance. Immediately
following the Final Acceptance, contract operational data shall be provided to the
appropriate personnel
