About the Department
The IS Manager - Network Operations position within the Information Technology Services (ITS) Department is responsible for the management and developmental growth of the Network Operations team for the Government of Nashville & Davidson County Departments and Agencies. This includes identifying/leading the resolution of problems and cross-training opportunities to provide better service to our customers. This position is expected to demonstrate advanced knowledge and proficiency in the maintenance and management of network and telecommunications infrastructure as well as the associated support services.
ITS is a 24x7 information technology shop. Applicant must be willing and available to perform duties as required by the job. This may include work on nights, weekends and holidays and may include overtime hours but only as necessary.
Position Duties
- Provides leadership and direct day-to-day management of assigned team members.
- Performs various supervisor duties and evaluates employee performance.
- Ensures that Telecommunication and Network Support applications, services, and equipment are operating at optimal levels.
- Oversees operational aspects of the voice and network infrastructure to include break-fix, EOL projects, upgrades, and customer request for service for Cisco-based voice and network infrastructure, including Call Manager, Unified Communications, and Contact Center solutions.
- Evaluates, establishes, and monitors key performance metrics as it relates to Incident Management and Network Operations.
- Provides Change Management oversight and guidance to assigned team members including scheduling and approval support.
- Presents new project hand-offs from Engineering to NetOps and assists in ensuring related support information is communicated and created.
- Works with the Network Architect, Functional Leads, and Division Manager to recommend standard models of equipment and ensure that we have processes and plans for regular replacement of out-of-date equipment.
- Project manager for Telecommunications refreshes and new construction.
- Provides high-level updates to Senior and Executive Leadership teams while providing detailed oversight of assigned projects, tasks, or incidents as appropriate.
- Collaborates in identifying and addressing gaps in service policies, practices, and procedures.
- Coordinates and communicates with multiple areas within ITS and key customers to ensure that customer needs are met within the framework of ITS standards and policies.
- Provides leadership, coaching, and guidance to the network communications team, promoting professional development and fostering a culture of collaboration and innovation.
Minimum Qualifications
Five or more years experience in networking and/or Voice services, within large Enterprise and/or Carrier environments with demonstrated experience with Cisco products, enterprise networking environment, and network performance monitoring tools, including one year of experience in public sector Network Operations management.

Other Qualifications
- Extensive background in technical team management and development
- Strong background in Network Operations
- Knowledge and understanding of Dynamic Routing Protocols (IP, OSPF, and BGP)
- Knowledge and understanding of traditional TDM and VoIP technologies
- Experience with Cisco products, enterprise networking environment, and network performance monitoring tools
